Washington report jß*' by Rep. Walter B. Jones HHkHI Last week one of the clos- 1 est votes of this present ses sion of Congress occurred while the House was consid ering the Independent Of fices • Appropriations Act. The House Appropriations Committee had refused to continue the rent subsidy program, but on the floor of the House, an amend ment was sent forward to restore the S2O million ap propriation for this purpose. Many of us felt that this was not economically sound and by no stretch of the imagina tion would it ultimately help the low income citizens. IMS 1 voted against the amendment for the reason that it is a further waste of federal funds. On a roll call vote the amendment carried 192 to 188. It is our hope that the Senate will delete this item. In a budget the size of the federal government’s, S2O i million isn’t much, but this is a 20 year plan and ulti mately will cost the taxpay ers several hundred millions of dollars. Saturday, May 7, I had the pleasure of speaking to the Chowan College Alumni As sociation. This college has a beautiful campus and fulfills a vital need for the section in which it is located. In my remarks, I pointed out that the federal govern ment had a moral obligation to return a part of the tax dollar for essential services such as education, highways, hospitals, etc., but I empha sized that this should be done with a minimum of reg ulation on the Washington level. I pledged my efforts to continue to work in this direction. I cautioned those in charge of all such sup ported colleges to be leery of accepting federal grants where the restrictions can easily outweigh the benefits. There are examples 'of where the federal funds have been allocated without too much federal intervention. The G.I. Educational Bill is a good example of such a program. In substance, I think the Congress should find away to return part of the tax dollar for deserving programs while at the same time avoiding bureaucratic control on the Washington level. Much has been said and written in recent days re garding the President’s Civil Rights Housing proposal. There appears little chance this will be enacted in this session of Congress. To me, this is not a question of race I discrimination at all, but is an invasion of the right to own and control real proper ty as an American citizen re gardless of race or creed. If this freedom is destroyed, then surely our Constitution will become less valid than it now is, and we will be well on the way to socialism under a powerful central government. T. “BilP CULPEPPER, JR., Candidate for the House of Representatives I would likfc very much to have your support and vote and be allowed the privilege of repre senting you in the 1967 General Assembly. The new redistricting program as outlined by the 1905 Legislature in special session now has our District of six Counties with only two Representatives where in the past we had one each. I might add, in all fairness to those that represented us, this was not their desire nor would it have been mine but a decision made by (he General Assembly thought best in order to conform with a recent ruling handed by the U.-S. Supreme Court. Because of this change, the duties of a future' Representative are to be different from those of one in the past. I am a small business man and offer no claims of ability but at the same time, would like to state that if elected I will do my best to serve the People of our District, their Commis sioners add Councils m a fair and impartial manner. Each registered voter has the opportunity of selecting two of the announced field of six to serve as theif Representative in the 1967 General Assembly. Should you cast one of your votes in behalf of my candidacy, you can feel sure that it would be much appreciated. ' ' • : I • l I ;> *».\ 4 / , Sincere yours, W.
