Town Council Proceedings For Month Os July July 18, 196? Edenton, N. C. The Town Council of the Town of'Edenton met this day in regular session at 8:00 P. M., at the Edenton Municipal Building. Members present: Mayor John A. Mitchener, Jr., Luther C. Parks, Henry G. Quinn, David G. White, Leo Katkaveck, Thomas H. Shepard, and J. D. Elilott Mayor Mitchener called the meeting to order and Councilman Parks gave the invocation. Administrator W. B. Gardner reported to the Council that the street pav ing project would begin in Edenton during the week of July 24th and be com pleted a short time there after. Mr. D. W. Patrick, Di vision Engineer, of the N. C. Highway Commission, appeared before the Coun cil to explain the project on East Church Street which calls for widening of the street to a 36 ft. typi Welfare Board Changes Noted Henderson Kay Peele of Tyner has been named to the Chowan County Wel fare Board and Thomas Shepard has become chair man. Changes in the organiza tion of this board was brought about with the mandatory retirement of Mrs. Ina Asbell, who has served six years. W. H. Hollowell is the third member of the board. Chowan County com missioners were apprised of these changes toy Mrs. J. H. McMullan, welfare director, as she made her monthly appearance and report to the board. At the request of area doctors, the commissioners agreed to pay $5 for an examination of indigents to determine if they are dis abled and eligible for as sistance. He stated that : while all trees would have ’ to be removed that both 1 sidewalks in each instance would be undisturbed and that the Iredell House would be protected with a retaining wall. He further stated that the Highway Commission believes this project to be of utmost importance for the orderly flow of traffic within the corporate limits of Edenton and that while parking would be allowed on the north side of East Church Street, at such time as traffic conditions warranted, this could be removed and have suffici ent travel lanes for orderly flow of traffic. The pros and cons of this project were fully dis cussed by members of the Council and the audience present. Afterwards it was explained that deleting this project would result in additional cost at a later date to the city and Ad- Activity in the depart ment for July included: Old Age Assistance: 117 cases, $56,403 grant, $34.72 average. Aid to Dependent Child ren: 54 cases, $4,480 grant, $18.06 average. Aid to Permanently and Totally Disabled: 54 cases, $2,892 grant, $33.55 aver age. Aid to Blind: 10 cases, $378 grant, $37.80 average. General Assistance: sl2. Nine hospitalized in the county at a cost of sl,- 032.60. County’s share, $729, joint funds $303.60. Two hospitalized outside the county, $Bl, all coun ty’s share. One out-patient service, $14.32, from joint funds. Fifty-five pharmacy bills, $480.30, from joint funds. Gardner I was instructed to attempt to secure the needed rights- ; of-ways on East Church Street. The Council will meet again in the very near future to make a fi nal determination on this matter. A study of the need for housing completed by the Edenton Planning Board was presented to the Coun cil with the conclusion that one hundred and lifty-five low rent housing units were needed in Edenton to re place dilapidated struc tures. A petition of 25 interested citizens in the Town of Edenton was pre sented calling for the cre ation of a housing authori ■ ty for the Town of Eden ton. This petition is here by made part of these 1 minutes. ! Motion by J. D. Elliott, * seconded by Henry G. ' Quinn, unanimously carried 1 calling a public hearing to determine the need for a ■ housing authority and set- ting the date for such a meeting on August 10, 1967. The Administrator is here by notified to put in no tice of this meeting in the next two issues of The Chowan Herald. Mr. Quinn presented a request of the VFW Club for a water tap on Old Hertford Road. Motion by Luther C. Parks, seconded by J. D. Elliott, unani mously carried approving the request for a water tap at no charge to the VFW Club. The problem of water skiing and boat racing was presented by Councilman Quinn who stated that he felt there is a definite dan ger in this and that water skiing should be limited to the southern side of the Pembroke Creek Bridge. After much discussion by the Council it was decided that Mayor Mitchener would consult further with officials of the League to determine just what action could be taken by the Council. ’ The request from the J T & T Fish Market for per- • mission to operate a con- 1 cession booth on the park- ' ing lot area between P&Q Super Market and the Sam Habit building was pre sented. It was determined that this operation is not taking place in an area that would be used for parking and that the per son was properly licensed. Motion by J. D. Elliott, seconded by Thomas H. Shepard, duly carried that a lease for this area be granted to Mr. Guy Toppin for the price of $5.00 a month and relieving the Town of any and all lia bility incurred in the op eration of this business pro vided this can be done le gally with the approval of the city attorney. Not vot ing Councilman Quinn. Motion by Luther C. 1 Parks, seconded by David , G. White, unanimously car ried approving Electric & . Water Dept, bills in the amount of $45,153.75 for payment. And also ap proving for payment E&W bills in the amount of $25,626.06. Motion by Thomas H. Receipts from taxes and miscellaneous revenue, $53,- 100.80. Receipts in excess of dis bursements, $23,247.32. Dr. Richard Hardin, Chairman of the Edenton- Chowan Airport Commis sion, and Rudolph Dale ex plained to the Council that the Town had no fire in surance coverage on the hangar building and the tile building located at the Edenton Municipal Airport. He further stated that the insurance cost for this area was prohibitive and asked the Council for their sug gestions in this matter. For the time being it was decided that the Town would be self-insured in this area and that they would consider this matter at a future date. A meeting with the Edenton-Chowan Planning Board would be called for some time during the month of August. Also, a resolution adopted by the Edenton-Chowan Planning Board requesting the Town and County to consider the PAGE NINE hiring of an inspector for Edenton and Chowan Coun ty was presented. Chair man of the Finance Com mittee, Mr. Katkaveck, and Mr. Gardner, directed by the Council, to meet wits an appropriate committee of the County to see if these details could be worked out. Motion by Henry G. Quinn, seconded by Thom as H. Shepard, and unani mously carried, directing the Electric & Water Dept, to install water lines in Beaver Hill Cemetery for an anticipated cost of $2,- 242.00. Motion by Thomas H. Shepard, seconded by Da vid G. White, unanimously carried, granting Mr. Wil liam Spruill the right to cut the timber at Beaver Hill Cemetery on a per thousand foot basis with the Town receiving $45.00 per thousand for pine and $25.00 per thousand for hardwood. It was decided by the Council after a report by : Town Attorney W. J. P. Earnhardt, Jr., to pay to i the Clerk of Court the r monies for the Herbert 1 Small property on West Eden Street and to notify : Mrs. Ward that the Town ; wishes to occupy the build ■ ing at the earliest possible f date. i There being no further : business, the meeting was ’ adjourned. i W.
