BYRUM Cotton Referendum Cotton growers in Cho wan County are voting by mail this week on whether or not to permit transfer of 1968 cotton acreage al lotment to other counties by sale or lease. If at least two-thirds of the growers voting favor transfer, growers will be permitted to transfer allot ments by sale or lease to farmers in other counties wthin the state. All eligible voters were mailed a ballot on May 10. If you are an eligible vot er and did not receive a ballot, visit the Chowan ASCS office this week. All ballots must be returned <>r postmarked no later than Friday, May 17. Cer tification on reverse side of the return envelope must be signed or the ballot cannot be counted. Ballots will be tabulated in the county office on May 22. 1968. Cotton Failure Any cotton which fails before May 24, 1968, must be replanted to cotton in order for the farmer to be eligible for payment under the 1968 cotton program. Cotton failure after May 24, 1968, must be reported in writing to the ASCS of fice and be approved by the County ASCS Com mittee before the land can be planted to another crop. The farmer must pay $5.00 for the cost of making a farm visit to inspect the failed acreage. This is ne cessary in order to deter mine if the faile# cotton acreage will be eligible for* credit as planted acreage for program payments, price support and history purposes. Farm Certification Farmer certification will be used again this year to determine crop acreage and land uses. Under this method, farmers are re sponsible for informing the County ASCS office about their crop acreages and land uses. After the certi fication is made, the farm er will not be permitted to dispose of any excess crop acreages. After crops have been certified, a substantial number of farms will be spot-checked by measuring crop and land use acre ages. If the measured acreage does not comply with program require ments there will be no further opportunity to ad just acreages to tegain program compliance. The final date to certify is dune 30. 1968. Please visit the county office and file your acreage report when all craps have been plani ed. Don’t forget to return your cotton ballot by Fri day. May 17.
