The House spent five days con sidering all types of amend ments to this bill. By this time, most of you know that it passed the House by a vote at 305 to 118. In the North Ca rolina delegation, along with Reps. Fountain, Len- Earl Goodwin Attends Meet Sheriff Earl Goodwin last week attended the an nual conference of N. C. Sheriffs’ Association, held in Charlotte. Sheriff Dale Johnson of Catawba County was elect ed president, succeeding Sheriff W. G. Clark of Cumberland County. Sher iff Tom Marshall of Ons low County was elected vice president. Charlie Rumple, former sheriff of Iredell County, was re-elected secretary treasurer and executive vice president of the or ganization. More than three-fourths of the ranking law en forcement officers in the 100 counties of North Ca rolina registered for the conference. Lt. Gov. Bob Scott was among the prin cipal speakers. Galifianawis, Taylor, Komegay, Jonas and Broy hill voted for the bill. Several amendments were adopted which should re move the objections of many to this legislation. For an example, if a per son goes into another state for hunting purposes and his gun becomes lost, stol en or inoperable, upon an oath of his identity and residence, he will be per mitted to purchase another gun from a licensed dealer, who in turn will be re quired to report the trans action to the chief law en forcement officer of the municipality where the purchaser resides. I supported every amend, ment which would ease the restrictions on those law abiding citizens who are legally entitled to possess a gun or rifle. While on the other hand, I support ed, too, the amendments which would impose added penalties on those who use a firearm in the commis sion of a crime. This in cludes the mandatory one year sentence for anyone who uses a firearm for the commission of a federal crime. As I , stated before, I am of the opinion that this is a mat ter for the states, that is, to t pass legislation dealing ■ with the serious problem ! of the abusive use of fire . arms. It remains to be - seen whether the Senate > will concur in the House 1 action or whether they will add such stringent meas i ures such as federal regis -1 (ration and licensing for in dividuals. Another bill of particular > interest to our district was the extension of the Higher Education Act for 1969. This provides additional ! funds for colleges, uni ! versities and technical schools. We were able to add several amendments to ! this bill which will im ' prove it. One amendment was 1 known as the “antiguide -1 line” amendment which states, “No standard, rule, ! regulation or requirement • of general applicability pre ! scribed for the administra tion of this act or any act amended by this act may take effect (1) until 30 days after it is published in the federal register, and (2) un less interested persons are given an opportunity to participate in the formula tion of such standards, rule, regulation or requirement through the submission of r views or arguments.” Briefly, this means that HEW cannot withhold funds for our institutions without following certain procedures. Another amendment we were able to adopt was a denial of funds to certain students receiving National Defense Education Act funds who violate or dis obey the rules and regula tions of the institutions in which they are enrolled or who are convicted in the courts of certain misde meanors or felonies while receiving federal assistance to attend college. The or iginal language of the oill stated that the institution ‘“may” suspend these funds but the House adopted the stronger word “shall” sus pend these funds. Every institution of high er learning in the district of which there are now at least seven with additional technical schools to be cre ated in the near future, re -1 ceives either directly or in directly these funds. In view of this, on behalf of our institutions of higher learning, the students and the faculties, I voted yes on final passage. The bill passed 389 to 15. Make Church - Going A Habit .. SUNDAY SCHOOL LESSON RULER OF MEN AND NATIONS International Sunday School Lesson for Aug. 4 Memory Selection: “Look unto me, and be ye saved, all the ends of the earth; for I am God, and there is none else.”—lsaiah 45:22. Lesson Text: Isaiah 45. i Today our lesson lies in the prophesies of Isaiah—a Book of great comfort, and one which expounds the majesty of God—His universality— and the role of mankind in service to God. More over, Jesus’ ministry on earth ties in closely with the concepts of this Book, thereby making it even more valuable in the eyes of the devout Chris tian. Jesus taught that God was universal—a God for all peoples—of all nations, all beliefs— saints and sinners, alike. Also in this Book, is the same theme stressed, for we see Cyrus (the pagan conqueror and ruler) claimed as the anoint ed servant of the Lord. Indeed, it was under his rule that the Jews were permitted to return to their homeland—a leniency to which they had not been too well accustomed in their days of servitude. It is not surprising, therefore, that the Prophet Isaiah saw in this turn of events the merciful hand of God, thereby concluding that God WAS a universal God, concerned with ALL people. For, although Cyrus was termed “the anointed of God” and served God’s purpose through Israel, ite history, he did not possess a personal knowl edge of the Lord. Isaiah, therefore, concluded, quite logically, that God works in and through out history. True, His purposes may not be clear to our limited insight, but of one thing we can be sure. He HAS a purpose for all His actions; this much has been proved, time and time again, when viewed in the light of later events. Sometimes we may wonder why God permits the cruelties that are inflicted by man upon man. Sometimes we wonder why WE should be hurt by some calamity, such as war, the loss of a loved one, a broken home, or what have you. We cry aloud: WHY should this happen to ME? What did I do?” What we fail to grasp is that most of the worst ills that befall mankind are made by man kind itself. God made man in :Hig own image, and He endowed us with a brain and a free will. In so doing, - He retired himself to the back ground, leaving man the choice of working out his own destiny. That man has abused this free dom of choice over and over again is lament able; nevertheless, it is—of necessity—inevitable. However, God DOES act within the limits of man’s freedom to control history, and to accom plish His purposes. God enters redemptively into our deepest and most personal sorrows.
