Proceedings Os Town Council For The Month Os July Edenton, N. C., July 15, 1969. The Town Council of the Town of Edenton met this day in regular session at 8 P. M. at the Municipal Building. Members present: Mayor George A. Byrum, Luther C. Paries, D. G. White, J. D. Elliott, Leo Katkaveck, W. H. Hollowell, Jr., and James C. Dail. Mayor Byrum called the meeting to order and gave the invocation. During the report of the Police Department, Mr. Katkaveck requested that the department give more attention to bicycles using the town’s streets at night without proper lights. Motion by J. D. Elliott, seconded by Luther C. Parks and unanimously carried approving the fol lowing resolution on side walk construction: (To be advertised in The Chowan Herald sep arately from the .Council Minutes). A complaint relative to trash pickup on July 4th weekend was discussed by the Council and it was de cided to pickup all over town the day after a holi day, providing the day af ter .does not fall on a Sat urday. Motion by W. H. Hollo well, Jr„ seconded by J. D. Elliott and unanimously carried adopting the bud get for 1969-70 fiscal year setting the tax rate at $1.20. Gardner presented to the Council a brief de scription on the possibili ties of instituting an Urban Renewal Program for the Town of Edenton with the idea in mind of receiving credits for the work now under construction and that work anticipated to being completed in the near fu ture. This type program could result in the rebuild ing of neighborhoods and the complete uplifting of the downtown business area. Mayor Byrum re quested Councilmen Elliott, Hollowell and Mr. Gardner to investigate this program further and to report back at the next Council meet ing. Motion by James C. Dail, seconded by D. G. White and unanimously carried that the report of Mayor Byrum and Councilman Parks be accepted and or dering the removal of the stop light at the intersec tion of Albemarle and Oakum Streets and the erection of a stop light at the intersection of Free mason and Oakum Streets. Appropriate signs being erected and parking remov ed from Oakum Street for a distance of 50 feet from Albemarle Street. On recommendation by Chief of Police J. D. Par rish, and upon motion by W. H. Hollowell, Jr., sec onded by D. G. White, it was unanimously carried denying beer permit to Hattie Bonner, trading as tice will be pleaded in bar of any recovery thereon. Hollo well, Jr., and unanimously carried adopting the fol lowing resolution: Whereas Honorable Earl Goodwin has well and faithfully served the citi zens of the Town of Eden ton and County of Chowan for many years, and Whereas his activities as Sheriff of this County have resulted in a safer and mere meaningful way of life for all our citizens, and Whereas Sheriff Good win has recently passed away, now Therefore Be It Resolved that the Town Council of the Town of Edenton ex presses its sincere sym pathy to the family of Sheriff Goodwin, and Be It Further Resolved that a copy of this resolu tion be spread upon the minutes of the proceedings of the Town Council of the Town of Edenton held on July 15, 1969, and a copy presented to the family of Sheriff Goodwin. Parks, seconded by James C. Dail and unanimously earned approving the fol lowing resolution: Whereas Mrs. Davetta L. Steed has rendered thirty five years of distinguished service to all municipali ties of the State of North Carolina, and Whereas the Town of Edenton has been the beneficiary of her wise counsel, and Whereas she will retire from the job as Executive Director of the North Ca rolina League of Munici palities on November 1, 1969, now Therefore Be It Resolved that the Town Council of the Town of Edenton ex presses its sincere thanks to Mrs. Steed for her many years of devoted service to the League, to the State of North Carolina, and to our community, and Be It Further Resolved that a copy cf this resolu tion be spread upon the minutes cf the proceedings of the Town Council of the Town of Edenton held on July 15, 1963, and a copy forwarded to Mrs. Steed.
