As president of the Edenton Jaycees, I urge you to vote for the 1%
sales tax to be voted on November 4. Your local Jaycee organization has
gone on record favoring this tax since we feel that it is most important to
the future well-being of our county. It is a fair tax that is shared by every
one and will be a progressive tax that grows as the economy grows. Let’s
keep Edenton and Chowan County growing and progressing . . . vote FOR
the lc sales tax on Tuesday, November 4th.

As Mayor of the Town of Edenton, I would urge your support for the
local option 1% sales tax on November 4. The Town Council has gone on
record that these funds will be used to reduce property taxes or if needed
facilities are constructed that no additional taxes will be necessary. Remem
ber, this is not an additional tax but a spreading of the tax base that will
have people outside of our county helping to pay the cost of facilities such
as hospital, parking lots, etc. No one wants to pay additional taxes, but the
cost of government and the services demanded by the public are increasing.
Passage of the lc sales tax will give Chowan County SIIO,OOO and Edenton
$35,000. The county commissioners and the Town Council have voted to
use these funds to reduce property taxes. Again, I urge you, for the better
ment of our community, to vote “YES” on November 4.

As Chairman of the Chowan Board of Commissioners, I would like to
state that the commissioners pledge to you to use the money that is received
from the 1% sales tax to reduce taxes on property. It has been asked that
sales tax costs the average family more than a property tax increase. My
answer to you is NO. It has been estimated that al% sales tax would cost
the family of five earning between $3,500 and $4,000 annually, $17.75. Al
so, this $17.75 will be paid on a day to day basis and not in one lump sum.
As stated, the county commissioners and the Town Council have voted to
use the money received from this tax to reduce property taxes. For the
betterment of Chowan County, vote YES on November 4th.

We all know that money is needed to run the county and city govern
ments. I am serving as a member of the Board of Education and presently
as chairman of the budget committee and I know the needs of the school as
well as the city and county government will increase. Money must come
from some source to effectively run our schools and government. We have
the choice of having our property tax to continue to rise or choose to impose
an additional of 1% in sales tax. The additional 1% sales tax is a pay as
you go tax. The sales tax is also a growth tax; as more business is done in
the community, more tax money is available. Again I say, we have the
choice of either our property taxes to continue to rise or (2) to vote for the
additional 1% sales tax. I hope after you have studied and listened to all
the discussion for and against the tax problems, you will vote for the tax.
I intend to vote for the sales tax.

It' dorse the one cent sales tax. All of the funds from, the one cent
sales ta. will be returned to Chowan County and Edenton. We need the
funds from the sales tax to provide for an Ad Valorem tax decrease and
should .rovide for needed improvements without a tax increase. This also
will enaok the taxpayers to have a partial pay as you go plan by paying a
few cei s e ch week then pay less at the end of the year.

When you go to the polls on November 4, remember that you are voting
for a most important issue for the future of our county, Chowan County
will receive more funds from the collection of taxes than is collected and
will collect from all shoppers that are now purchasing in our county. With
these funds, we can have the services that the people deserve and need such
as better schools, medical facilities, and many others. As suprintendent of
schools, I urge your wholehearted support for the local option 1% sales tax.

When the people of Chowan County voted to build a new hospital .they
recognized the importance of good medical facilities. The repayment of
the bonds has required a 30c county property tax increase. With the funds
realized from the 1% local option sales tax, this increase would not have
been necessary. In addition, people from other counties will be making a
contribution to repay these bonds, which is certainly justified since they use
our medical facilities. Vote “YES” on November 4.

A very important event is coming up on November 4, 1969, in every
county in North Carolina. That is the vote for the 1% sales tax to be re
turned to the town and counties. It will result in a return to Chowan County
of SIIO,OOO and to the Town, $35,000. As president of the Edenton Cham
ber of Commerce I would like to urge all citizens interested in a spreading
of the tax base and a reduction in property taxes to vote “YES” on Novem
ber 4. The Board of Directors of the Chamber join me, Ed Puryear, in
urging the passage of this most important legislation in order that we may
continue to enjoy progress in Chowan County.

Although I am no longer connected with local government, I maintain
a keen interest in the affairs of the Town of Edenton and Chowan County.
As a businessman and citizen, I realize the importance of muim.imnp a
sound financial structure for local governments. The 1 per cent local option
sales tax is a fair tax and would not adversely affect retail sales. This has
been proven in other areas. A favorable vote on November 4 would be in
keeping with the progressive, sound and businesslike approach exemplified
m the past and most needed for the continued growth of our area.
