This was ne cessary due to the large volume of conference reports to be considered as a result of differences between House and Senate versions of legis lation. Among these was the Oc cupational Health and Safety Act Hie House had previ ously amended the bill to provide for judicial proceed ings which would give man agement an opportunity to defend itself against charges of violations. The Senate changed this to provide that •the Secretary of Labor would have the authority to virtual ly close any factory or plant in this country according to standards which he alone would determine. The House concurred with the Senate version, and on the confer ence report vote, the North Carolina delegation was split. Another bill that provok ed much debate was one amending the present Food Stamp Act The two most controversial parts of this legislation were, one, the is suance of food stamps to strikers; and two, a provision for states to participate in the cost of the program. An amendment was adopted by a voice vote which would have added a provision to prohibit the use of stamps in the case of strikes pr other voluntary work stoppages. A few mo ments later, on a roll call concerning the same amend ment, it was defeated, there by permitting the use of food stamps for strikers in the future. Another provision which was objectional was one pro viding for state financial par ticipation. So, on final pas sage and with the objectional features contained in the bill, Congressmen Fountain, Hen derson, Lennon, Jonas and Ruth and ii voted no. A few months ago, the Committee on Internal Secur ity conducted hearings as to subversive speakers end ac tivities on college campuses. At the conclusion of the hear ings, a report was printed lasting names, dates and other information. A federal judge in Washington, D. C., issued an order prohibiting the com mittee chairman, Congress man Icord, from releasing STAYING AT LACKLAND— Airman Thomas L. Bulls, son of Mr. and Mrs. Sidney W. So, on Monday a resolution was suc cessfully introduced over riding the court’s decision. Those of us supporting the resolution did so for the rea son c< the constitutional sep aration of powers between the judicial and the legisla tive branches. This court decision was the first of its nature in the history of this country. It was announced last week that the 91st Congress will recess on December 22, but would reconvene on Monday, December 28 and stay in ses sion until January 2, 1971, at which time the 91st Congress would adjourn “sine die" with the 92nd Congress convening on January 21, 1971.
