Page 6-A k RP-OWT PROM UAMnotor JIUI '*★ m HELMS WASHINGTON—When Hubert Humphrey came back to the Senate a few weeks ago, he was greeted with an out burst of affection by his fellow Senators exceeding anything that anyone could recall. I shall never forget that afternoon. It was about 2 o'clock, and I had learned Just a little while earlier that he would be there. When he entered the Senate Chamber, all of us stood up and applauded this gallant man who, despite his awesomely tragic illness, despite the fact that he is so pale and frail, none theless strode in with s broad smile on his face. He went around the Senate Chamber, amidst the pro longed standing ovation, shaking hands and smiling. It was an emotional moment for him—and certainly for me, especially when he came over to my desk and put his arms around me. FRIENDSHIP —A reporter for one of the nation's largest newspapers called me afterwards. He was puzzled that Hubert and I have such a personal relationship, considering the differences we’ve had on many matters of legislation. It is true that Senator Humphrey and I have often squared off on the Senate Floor. But there has never been a time when either of us doubted the sincerity of the other. We have many times debated various issues, and then, without fail, walked off the Senate Floor arm in arm. That is the purpose of the Senate —to have Senators debate the issues as gentlemen, yet regardless of the heat of the debate, to main tain a mutual respect and affection. So, Senator Humphrey's display of affection, while it deeply touched me, did not really surprise me. My affection for him is equally genuine. While his and my philosophies differ sharply, I have admired the relentless way in which he stood by his beliefs. I have tried to stand by mine. He possesses a great spirit, and he has earned the respect of millions pf Americans, including those who have disagreed with him most strongly. SENATE—As this is written, the Senate has all but completed Its legislative activity for the year. There will be a few more business sessions between now and Christmas, but no new legislation will be taken up. The Panama Canal treaties will not be acted upon this year. In fact, I have some doubt that they will come up next year—but that remains to be seen. Next week, I will comment on a few developments that may be of interest in connection with the treaties. This has been my busiest year yet in the Senate, in terms of my involvement in legislation. Oh the final evening of the Senate session alone, three pieces of legislation that I had sponsored were approved. A member of my staff, just a day or so earlier, showed me a long list of my bills, amend ments and resolutions that passed the Senate this year. The legislation covered a wide range of subjects.. For example. Senator Roth of Delaware and I co-sponsored legislation to allow a federal tax credit of $250 for taxpayers having a full-time student in an institution of higher learning, or in a vocational school. Another last-minute success was an amendment I co-sponsored with Senator Mathias of MaryUnd to prevent the federal government from imposing quo ji upon medical schools in terms of transfer students. I was able to prohibit the federal government from shutting down religious camps and conference centers through the imposition of unrealistic federal wage requirements. I was successful in gaining approval for American citizens to enter into gold clause contracts. And so on. I mention this briefly, not boastfully, but to illustrate the obvious point that serving in the Senate is like any other job—the longer you do it, the greater your effectiveness.
