Minutes Os The Edenton Town Council "
November 1,1977
The Town Council of the Town
of Edenton met this day in
special session at 8:00 P.M. at
the Edenton Municipal
Members present: Mayor
Pro-tem James C. Dail, Allen L.
Hornthal; W.H. Hollowell; Jr.;
■ Jarry A. Spruill, Jr.; Errol
Flynn; and Jesse L. Harrell.
Mayor Pro-tem James E.
Dail called the meeting to or
der.
Motion by Councilman
Harrell, seconded by Coun
cilman Spruill and unanimously
carried accepting the low bid of
Mitchel Distributing Co. of SSIOO
for the furnishing of an
Ingersol-Rand Air Compressor
Model G-160.
The following members of the
Planning Board then joined the
Council for a joint meeting to
discuss proposed changes to the
text of the Zoning Ordinance:
Joe Lee, Chairman; Henry
Allen Powell; Worth Hare; Asa
Griffin; Ralph Outlaw; Jimmy
Parrish, Ralph Cole.
Mr. Judd Little went over in
detail, the proposed changes to
the text of the Zoning Or
dnance. The changes were
proposed by the Planning
Board. The only change to the
proposal was to put “Fish
Market" as a special use in the
proposed Local Commercial
Zone. There was no further
disagreement expressed after
the above change was made.
Mayor Harrell then joined the
meeting.
Administrator Gardner
raised the three following points
for the Council’s consideration:
1. The need to prohibit the
erection of “newspaper
holders” on the public rights-of

consider establishing some
classification in the extra
territorial area other than R-28
in order to be more realistic and
to better plan for the orderly
growth and expansion of the
Town.
3. The urgent need for the
Council and Planning Board to
consider the practicality of the
present Offensive Industrial
Zones In Edenton. They are
now, in two instances,
surrounded by Residential
zones and, in fact, have a large
number of residences in them.
If some one buys this land and
requests a building permit for a
permitted use, the Town will
have no other choice but to issue
same.

The Town Council of the Town
of Edenton met this day in
regular session at 8:00 P.M. at
the Edenton Municipal
Building.
Members present: Mayor
Roy L. Harrell; James C. Dail;
Allen L. Hornthal; W.H.
Hollowell, Jr.; Jarry A- Spruill;
Errol Flynn and Jesse L.
Harrell.
Mayor Harrell called the
meeting to order and Coun
cilman Dail gave the in
vocation.
The Council determined that
the lessee of the Cemetery
Street area should erect
whatever signs and other
markings to control parking in
the Cemetery Street area. If
this was done, then the police
would enfoixe same.
Administrator Gardner
reported on the completion of
the resurfacing work and asked
for guidance from the Council
on just how the recently com
pleted tree survey should be
used when a request for
removing trees was received.
He informed the Council that
two such requests had been
received from Hsllctt Rountree
and Logan Elliott. A committee
consisting of Councilman Flynn
and Spruill, Administrator
Gardner and Supt. Parks was
appointed to took into the
matter.
Letters to be sent to property
owners in Morgan Park and
parts of North Edenton were
distributed to the Council for
informational purposes. The
letters informed property
owners to remove any per
manent items from the Town’s
right-of-way.
Administrator Gardner in
formed the Council that he had
been working with the Chamber
of Commerce on the erection of
signs directing travelers into
Edenton and requested
Council’s direction. Motion by
Councilman Dail, seconded by
Councilman Flynn, and
unanimously carried that at
least three special signs be
purchased for erection by State
forces at the City Limits. These
signs will be made by the Prison
Department. Motion by
Councilman Harrell, seconded
by Councilman Dail,
unanimously carried that in.lieu
of the 20 per cent increase in
dues requested by the Chamber
of Commerce the Town agree to
light the signs in our service
. area and directing the ad
ministrator to have the signs
erected.
Motion by Councilman
Hollowell, seconded by Coun
cilman Spruill, unanimously,
carried adopting the following'
resolutions:

SPEED LIMITS
Administrator Gardner
presented a petition for curb
and gutter on North Granville
Street. After discussion as to the
financing of the project it was
recommended that the Town
agree to sign the petition of its
property and that further action
be withheld until the November
council meeting, at which time
means of financing the project
would he diseussed. Tire council
unanimously agreed.
Motion by Councilman Dail,
seconded by Councilman
Hornthal, unanimously carried
that the Town of Edenton
supports the passage of 1) the
S3OO million Road Improvement
Bond Issue, 2) the Clean Water
Bonds, 3) Amendment No. 4
allowing municipalities to own
portions of electric generating
facilities.
A development plan for Queen
Anne Park was presented to the
Council with the explanation
this was just the first idea on the
park and could be changed at a
future date. Councilman
Hornthal stated that the
Recreation Committee felt that
the plan should be more of a
“low profile”. Councilman
Flynn stated that he thought
that the Council would make the
final determination as to just
what would go into the park. He
was assured that this was the
case. Mr. Gardner explained
that it had been necessary to
proceed with haste on the park
design to meet grant datelines
and that grant requests had
been made with two govern
mental agencies.

3. A request of the Edenton
Planning and Zoning Com
mission for the Council to
consider certain changes to the
text of the Zoning Ordinance.
It was decided to call a
special joint meeting between
the Planning Board and the
Council to discuss the changes
in detail.
A progress report in setting
up the Department of Com
munity Development was
presented by Mr. Gardner with
a special thanks to the Edenton
Housing Authority for fur
nishing office space.
Motion by Councilman Dail,
seconded by Councilman
Hollowell, unanimously carried
approving Town of Edenton
bills in the amount of $184,946.21
for payment

Nov. Meeting
In Jacksonville
The N. C. Coastal
Resources Commission will
be holding its November
meeting in Onslow County
on November 29 and 30, at
the Holiday Inn in
Jacksonville.
The meeting is tentatively
planned to follow the usual
format, with ah opening
session beginning at 9:30
A.M., followed by standing
committee meetings and
concluding the day with task
“force sessionf.There’wtn be
a closing session at 9 A M.
on Wednesday for reports
and actions.
Various elements of the
CAMA major and minor
development permit
prgrams will be discussed at
this meeting. The CRC will
establish preliminary
procedures for: where and
how the applicant can ob
tain, fill out and submit an
application; how the CRC
and its staff or the local
permit officer will evaluate
a project and decide
whether or not to issue a
permit; how the applicant
may exercise the right to
call for a hearing on the
application, appeal a local
permit officer's decision to
the CRC, or seek a
variance; and other im
portant aspects of the
permitting process that may
affect the rights of citizens.
These procedures will then
be made available for public
inspection for 30 days, after
which a public hearing
concerning them will be
held in the coastal area.
The Brunswick County
Implementation and En
forcement Plah will be
reviewed, along with the
revised Beaufort County
and Washington County I k
E Plans.
The commission will
review the revised Carteret
County Land Use nan and
will consider comments
received from other state
and federal agencies on the
revised plan. A public
hearing on the Carteret
County Plan will be
scheduled for the next CRC
meeting in early January.
