Page 6-A Mayor And Councilmen Continue Squabble Over Charter Changes The Town Council of the Town of Edenton met this day in regular session at 8:00 P.M. at th Edenton Municipal Building. Members present: Mayor Roy L. Harrell; Allen L. Hornthal; J. P. Ricks, Jr.; Jesse L. Harrell; E. G. Burroughs; Harry A. Spruill; and W. H. HolloweU, Jr. Mayor Harrell called the meeting to order and Fire Chief Parks gave the in vocation. Mayor Harrell declared that a public hearing was open to consider the petition of 100 per cent of the property owners in an area on N. C. 32 North to be an nexed into the city limits. Motion by Councilman Harrell, seconded by Councilman Ricks, unanimously carried adopting the following or dinance: EXHIBIT A. Administrator Gardner reported that he was con tinuing to receive com plaints regarding cars parking on the sidewalk near the intersection of Albemarle and Oakum. He suggested that the Council consider placing a barrier of some type (either poles or cement). He was directed to {dace cement barriers on a trial basis. Motion by Councilman HolloweU, seconded by Councilman Ricks, unanimously carried adopting the following resolution: EXHIBIT B. Jimbos Jumbos Mr. Gardner expressed satsifaction that a local company was expanding and congratulated company officials. The Council agreed to letting the N. C. Division of Environmental Manage ment use a small building located on the airport for their laboratory which will be used in con nection with the clean-up of the Chowan River. The Council requested Mr. Gardner to work with the manpower people in helping them find other quarters. Motion by Councilman Hornthal, seconded by Councilman Ricks, unanimously carried awarding the bid of the construction of a sidewalk on the North side of West Queen Street to C & L Concerete Co. for a low bid of $13,768.00. Councilman HolloweU gave the report of the Recreation Committee. After a thorough hearing on the use of mini-bikes, motorized equipment, etc., in Town paries, the com mittee recommended that SHOP I N. S. W. L S. Motion by Councilman Harrell, seconded by Councilman Burroughs, unanimously carried adopting the following ordinance: EXHIBIT C. The committee also recommended that the charge for using the lights on Holmes Field be set at $40.00 per night and Hicks Field at $75.00 per night. Mr. HolloweU said that since these figures represented actual cost, the committee felt that only the Town Council could lower them. Mayor Harrell and Coun cilman Hornthal stated that these charges seemed to be high and several alter nations were suggested. Motion by Councilman Hornthal, seconded by Councilman HolloweU unanimously carried that the charge for use of the Holmes softball field be set at $15.00 plus actual energy used. Motion by Councilman Hornthal, seconded by Councilman Burroughs and unanimously carried that the charge for the use of Hicks Field be set at $25.00 plus actual energy used. Councilman HolloweU then reported to the Council on behalf of the Finance Committee who were directed by the Council to consider any changes needed in the charter. He stated that the Committee had met and had sent cer tain recommendations to the N. C. League of Municipalities to check on their legality and to be put in legal form. Upon receipt of this information it would be presented to the Council for consideration, additions and defetionsandcommentsfrom the public. Therefore, the committee had no final report ready at this time. Mayor Harrell took ex ception to the faetthat all of the information had been set without any input from other members of himself. Mr. HolloweU stated that the Committee had foUowed the directions of the Council and that everyone would, have adequate chance to com ment. Mayor Harrell stated that after reading a copy of the letter to the League he felt that it was important that everyone be informed of the contents and was worried that something was being done without the knowledge of the people. He further stated that he was opposed to any changes in the power of the office of Mayor and that any changes should be voted on by the people.
