News From The ASCS Office Reports on unmarketed tobacco: All farm operators who produced tobacco in 1979 rar have unmarketed carryover tobacco from a prior year will be required to report the amount of carryover tobacco on hand after marketings are completed in 1979. Please be prepared to furnish this information to the county ASCS office when you return your marketing cards. No set-aside for 1980 wheat: Because the 1979-80 world wheat outlook in dicated strong demand, reduced world production, and a drawdown of stocks, there will be no wheat set aside program in 1980. The wheat loan rate will be $2.50 per bushel, up from the $2.35 of the past two years. The target price is expected to be about $3.07 per bushel. The final target price will be announced by March 15th. Farmers who plant no more wheat than their 1979 acreage plus set-aside will have full target price protection. Those farmers who plant more wheat than in 1979 will be subject to an allocation factor and target price protection will fall between 80 and 100 per cent of the acreage planted to wheat. Other provisions of the 1980 wheat program will be announced later. Report ACP Practices: Farmers who have received approvals for cost-share assistance under the Agricultural Conservation Program (ACP) should file their performance reports at the county ASCS office as soon as the practice is completed. Cover crops and pasture must be seeded and reported by November 10th. Producers who do not plan to complete their approved practices should notify the county ASCS office im mediately so that the costshare funds can be approved for another farm with a conservation problem. Loans are available for on farm storage bins: Funds are still available for far mers wishing to build grain storage facilities or expand existing structures on their farms. Adequate on farm storage and drying facilities provide farmers with greater crop handling and marketing flexibility at harvest. Farmers can reduce field losses by harvesting when the crop is ready, and can store crops in good condition until prices rise. ASCS will lend farmers up to $50,000 on structures adequate to store two years’ crops with 15 per cent down and 10.5 per cent interest. Loan payment terms allow for a maximum of seven equal annual payments over a period of eight years. To qualify for a farm storage facility loan, a farmer must grow one or more crops of corn, barley, grain sorghum, oats, rye, wheat, peanuts and soybeans. Borrowers must provide adequate security to protect Commodity Credit Corporation’s interest. For additional in formation, contact the county ASCS office. ASC Committee Elec tions: The annual election of ASC Committeemen is well underway in Chowan County. October 29,1979 was the final date to nominate candidates by petition. Commmunity com mitteemen will be invited to a meeting soon to complete a slate of six names for each community. Ballots will be mailed to all known eligible voters by November 23, 1979.
