In the FourtliFloorConferenceßoomof the County Office Building. All member* were present: C.A. Phillips, Chairman; J.D. Peele, .Vice-Chairman; Alton G. Klmore; Lester T. Copeland; ar,d George E. Jones. Invocation was given by Commissioner Peele. Chairman Phillips called the meeting to order. Commissioner Copeland made exception to the approval of the minutes in the sentence concerning ‘‘to discuss the planning board’s recom meodations”, should read “to hear the planning board's recomr.endationß.” A motion was made by Commissioner f‘»ele, seconded by Com missioner Jones, that the minutes he approved as .-.mended. No action was taken on a second request from the High way 17 Association for SI,OOO. Due to a 33 per cent increased demand for ambulance ser vices, the EMS budget is depleted in some line items. A motion was made by Com missioner Copeland, seconded by Commissioner Jones, and carried, authorizing the following budget amendment: General Fund 10 Revenue 360-00 Ambulance Fees - increase $2,500: Expenditure 526-00-0300 P T Salai es - $2,500. Inivtations to the Law En forcement Banquet on June 13, Ladies Night, at the Cross- Roads Fire Department on June and working to get a court injuction to stop the County from using the property to eliminate a very serious parking problem. The property which was offered in exchange for County property was smaller and lower in value, and the location was less desirable. 10 at > 00, and the Arrowhead Beach Road Dedication June 4 at 10:00 A.M., were announced. Manager Copeland discussed the moving and reorganization of office space. By motion of Commissioner Jones, seconded by Commissioner Elmore, and carried, the County Manager was authorized to replace carpet up to a cost of $2,000, through informal bidding. The following transfers from contingencies were authorized on motion by Commissioner Elmore, seconded by Com missioner Peele, and carried: S4OO for dedication expenses; SIOO sidewalk at Courthouse; $520 County appointed Board member expense; $330 Payroll & Financial Accounting System; $345 maintenance and supplies; $540 rent for Drivers License Examiner’s office and EIC building; $75 autopsy fees; SIOO deductible on insurance claim; $350 travel expense; and $260 fire exinguishers for new Courthouse. The County Manger updated the Board on the progress of replacement of the old Cour thouse roof. The changes made by Archives & History have been put into an addendum by Everett Fauber, Architect, and the County is" now awaiting a letter of approval from Ar chives & History authorizing proceeding with the contract. The Board of Commissioners meeting was recessed for a joint meeting with the Edenton- Chowan Board of Education in Dr. Larry Tise, the Director of the N.C. Division or Archives and History, had, to my knowledge, at least three opportunities to save the Small House but c !?d not to act. His op portunities occurred before and after the property was acquired by Pasquotank County. In fact, the Small House remained vacant for eight lung years and no one did anything to save it. I am sure you read in the Elizabeth City newspaper the story about your brothers and sisters of the Elizabeth City First United Methodist Church having Butts’ Drug Store bulldozed, destroyed, and hauled away during the week of June 16, 1980. This building was of great historical significance. Where was Mr. Paul Mears and his group of preser vationists when that hap pened. I am somewhat disappointed that you have remained silent on the razing of that very im portant historical building by the Methodist Church. John Fayton was appointed to All the position as member of the ABC Board. Hie Commissioners regular meeting was reconvened. Commissioner Elmore made a motion that the Board ask the School Board to request the ABC Board to comply with the County’s policy of a board member not serving more than two consecutive terms, which was seconded by Commissioner Copeland. Hie motion failed with a note of: Yes 2, No 3. Connell Purvis, Director of the N. C. Division of Marine Fisheries presented an in formational update on his agency and to seek the support of the Board. Present with him was Earl Smith, local representative of the Marine Fisheries Commission; Carlton Nixon, Chief Law Enforcement Officer in this area; and Harold Johnson, Chief Biologist in the Albemarle Area. Hie Finance Committee and the County Manager presented a balanced budget to the Board of Commissioners. Manager Copeland described a 1.7 per cent tax base increase with an anticipated increase in revenues of 4.3 per cent. Manager Copeland highlighted some particular changes (at tached budget message). A public hearing on the proposed budget is-set for Monday, June 16, 1960, at 9:00 A.M. in the Fourth Floor Conference Room of the County Office Building. Earl Moore, from the Department of Transportation, reported that improvements to the Lester Lane Road and the Adult Activity Center Road are awaiting available funds from Department of Transportation. The request of the Board that Department of Transportation investigate a need for flashing lights at the U. S. 17 by-pass and business intersection is being studied, and a report is ex pected shortly. On motion by Commissioner Elmore, seconded by Com missioner Peele, and carried, W. H. Hollowell, Jr. be ap pointed to serve on the In dustrial Development Authority to replace Van Johnson who has moved; Mrs. Van (Julia) Small Proctor Services Held Mrs. Selma Chesson Proctor, 76, Route 1, Hert ford, died Saturday morning in the Chowan Hospital. A native of Creswell, she was the wife of Elmer Judson Proctor, Sr., and was a member of Bethel Baptist Church. Surviving besides her husband are two duaghters: Mrs. Marjorie P. Wilkinson of Suffolk, Va.; and Mrs. Preston Morgan, Route 3, Hertford; four sons: Vance E. Proctor of High Point; E.J. Proctor, Jr., Route 1, Hertford; E. Gene Proctor of Upper Marlboro, Md.; be appointed to serve on the Edenton Zoning Board. On motion of Commissioner Peele, seconded by Com missioner Jones, and carried, the regular business meeting be adjourned and meet in executive session to discuss and L. Willis Proctor, Route 2, Edenton; five sisters: Mrs. Ruth Willis of Raleigh, Mrs. Elsie Davis of Graham, Mrs. Essie Harvell and Mrs. Lina Russell, both of High Point; and Mrs. Dorothy English of Archdale; 12 grandchildren and four great grandchildren. Funeral services were held Sunday at 3 P.M. in the Chapel of the Swindell Funeral Home in Hertford, by Rev. Stanley Nixon and Rev. C.L. Brewer. Burial followed in the Bethel Community Cemetery.
