Shocking Values
Motorists along the Public
Parade this month have posted a
shocking record, primarily where
• it involves hit and run driving.
Chowan County is the smallest in
Tar Heelia yet within a period of
just over three weeks two hit and
run accidents have been recorded,
one resulting in death.
The value of human life is zilch!
People are being stoned. Others
are being shot down in cold blood.
Still others are being beaten and
1 • left along the highways for dead.
And yes, at least one lost his life as
he meandered along the Public
Parade.
And, yes, it is all happening at a
time when added citizen emphasis
is being placed on law and order.
Somewhere along the line there
has been misplaced emphasis; an
i £ attitude or survival of die fittest;
' of less control over one’s self.
It was on July 3 when Willie
Williams, 35, was walking along
Highway 32 near Virginia Fork.
Three truck drivers discovered
him at about 6 A.M. and he was
rushed to nearby - Chowan
Hospital. He later underwent
extensive surgery at Albemarle
0 Hospital in Elizabeth City.
Mr. Williams is now suc
cessfully recovering from his
injuries. The case has been
labeled a hit and run; others have
different theories. Regardless of
the circumstances, those
responsible for this dastardly act
have not been apprehended.
The victim has worked as a
# farm laborer for Tom Francis for
15 years. Because of genuine
concern, Mr. Francis has posted a
SSOO reward for information
leading to the arrest and con
viction of the person or persons
responsible for the crime.
It was about 2:50 P.M. Saturday
when Oliver Lee Dillard, Jr., 47,
was also walking along Highway
• 32, some 10 mile's north of Eden
ton. He was struck by a vehicle
allegedly operated by Ralph
Britton Ward, 63. Just over three
hours later the pedestrian died in
Chowan Hospital.
State Trooper M. J. McArhtur
has labeled the accident a hit and
run. Mr. Ward faces five serious
counts, including manslaughter.
rhe cases are now in Chowan
County District Court.
Here we have two somehwat
similar incidents. Mr. Williams
was hit and left for dead. Mr.
Dillard was hit and died. Those
responsible for the first accident
are at large. Mr. Ward is being
held responsible for Mr. Dillard’s
death.
* They are both sad, sad com
mentaries about the shocking lack
of value placed on human life
along the Public Parade. If this
doesn’t cause your concern, you’re
tough!

Mrs. Anne H. Bunch, Route 1,
Tyner, has been chosen by the
Chowan County Democratic
Executive Committe to replace
the late Lester Copeland on the
November ballot as county
commissioner from Third
Township. She was the over
whelming choice of the committee
and is being recommended for
appointment to fill the unexpired
term which runs until December 1.
The committee met at Mrs.
Boswell’s Restaurant Monday
night. Mrs. Bunch, who would
become the first woman to sit on
the board, received 45 of the 52
votes. Jim Hare and Gordon
Boyce were the others nominated.
Mrs. Bunch met informally with
members of the county board
Tuesday afternoon. However, The
Chowan Herald learned Wed
nesday that the board is not ex
pected to make a decision on Mr.
Copeland’s replacement at the
regular meeting Monday.
The nominee said in an in
terview Tuesday afternoon that
she appreciates the “faith and
trust” demonstrated by her
overwhelming selection. She also
said she is grateful to Mrs.
Copeland for her recommendation
and endorsement.
“I am interested in what goes on
in the county, but have never
participated in politics
previously,” the attractive
nominee said. “I am quite
honored...and am aware of the
great responsibilities which have
come my way.”
Mrs. Bunch added that she will
do her very best to fullfil the

Serious Road Accidents
The second hit and run accident
in Chowan County this month has
left a Negro man dead and an
elderly motorist charged with five
criminal violations.
A probable cause hearing will be
held in Chowan County District
Court on August 26 in the case
Guns Are Stolen
Edenton Police Department is
still investigating a break-in at
Parker-Evans Hardware the night
of July 18 in which guns valued at
$2,868.15 were stolen.
Police Chief J. D. Parrish said
14 weapons were taken after entry
was gained by crossing the roof on
an adjacent building and entering
the hardware store through a
skylight.
Development Planned
A 20-unit townhouse develop
ment on Pembroke Creek is
planned with construction to begin
by October 1, according to William
O. Myers. Purchasers will have 10
units to select from and prices will
be in the $60,000 to SBO,OOO range.

Townhouses will be located on a
two-acre track on West Queen
Street. The site is part of the Old

accident occurred on Highway 32,

charges have been lodge and
Francis has posted a SSOO reward
for information leading to the
arrest and conviction of the person
or persons responsible.

on the Thursday morning. He was

Virginia Beach, Va., has rendered
an opinion that the property is
suitable for multi-family houses if
they are placed on pile foundation.

Myers, who moved here in
November, 1979, said he is sen
sitive to preserving the historic
aspect of the community while
bringing about progress. The
retired Navy aviator’s last project
before moving to Edenton was the
restoration of a pre-Civil War
home in Lincoln, Va.
The developer said the
townhouses would be located on a
well landscaped site with piers,
boat slips and either a tennis court
or swimming pool. They will be
Kingsberry Homes and will be
completely energy efficient.

Sen. J. J. (Monk) Harrington of
Lewiston and Sen. R. P. Thomas of
Hendersonville to the En
vironmental Management
Commission of the Department of
Natural Resources and Com
munity Development.
Membership of the commission
was expanded by the 1980 Session
of the General Assembly, and
these initial appointments by the
Lt. Gov. are for terms expiring
January 31, 1981. The commission
