Page 8-A Duck Calling Competition The Gastonia chapter of Ducks Unlimited is once again sponsoring a state Duck Calling Championship which is open to all North Carolina residents who are at least 14 years old. The winner will be invited to the World Championship Contest in Stuttgardt, Arkansas, which will be held in late October. Three time national champion, Mike McLemore, will be Master of Ceremonies at this function to be held at 1:00 P.M. Saturday, September 27th at Rankin Lake in Gastonia, North Carolina. Last year’s event was so successful that the Gastonia Ducks Unlimited chapter started planning for this second event months ago in order that this year’s event might be even more successful. Square Dance Classes Offered By Area Clubs One of the marvelous things about square dancing is that although it is a traditional American activity, it is as modern as today and as fresh and as challenging as tomorrow. Today’s square dance bears little resemblance to the old-time dance - and for very good reasons. Instead of the bams, dances are now held in the area’s nicest buildings civic auditoriums, church halls, parks and recreation buildings, and in air con ditioned private halls. The music is no longer the squeaky fiddle and the nasal twang of the man calling the figures. Today more than 35 specialized recording companies turn out perfect accompaniment for the square dancer, using the best of the modem and contemporary tunes as well as the ever popular classics. To its everlasting credit, square dancing is a couple activity and is the perfect recreation for married couples. Singles should have a partner to participant, although there are many groups designed for “singles only”. Square dancing in volves the entire family - It is not unusual to see two or more generations dancing together. Square dancing is a “Learn here - dance everywhere” proposition. Dancing styles and calls are much the same the world over. In the Albemarle area, there are a number of square dance clubs, and at various times each club sponsors classes. Take as directed EX'LAX THE CHOWAN HERALD Minutes Os The County Commissioners The Board of Chowan County Commissioners met in regular session on Monday, August 4, 1980, at 9:00 o’clock A.M. in the Fourth Floor Conference Room of the County Office Building. Members present— C.A. Phillips, Chairman; J.D. Peele, Vice-Chairman; Alton G.' Elmore; and George E. Jones. Invocation was given by Commissioner Elmore. Chairman Phillips called the meeting to order. There being no corrections or additions to the minutes of the previous meeting, minutes stood approved as submitted. On motion by Commissioner Peele, seconded by Com missioner Jones, and unanimously carried, the revised fee schedule for Chowan County Emergency Medical Service be adopted— Basic Ambulance Fee-$35.00 (Out of County); Mileage - 1.00 p-m 1 Way from County Line; and 1.00 p-m additional if Patient is returned; Basic Ambulance Fce-$35.00 (In County); Round Trip - $50.00 Commissioner Elmore moved that the Policy - Use of Public Buildings be adopted, motion was seconded by Commissioner Peele, and unanimously carried— POLICY—USE OF PUBLIC BUILDINGS 1. Governmental building shall only be made available when not being utilized by governmental agencies. 2. When governmental facilities are used for profit making activities, or by a profit-making corporation, foundation or association, rental fees shall be charged. 3. Governmental facilities shall not be used for regularly scheduled religious services. Newly formed or independent religious groups shall not use governmental facilities for organizational purposes or worship services. Organized religious groups may request the regular use of governmental buildings in event that the church facilities are burned or in similar emergency con ditions., 4. No alcoholic beverages may be used in governmental facilities at any time. 5. The Board of County Commissioners and the Town Council assume no liability for personal “injuries or other damages resulting from the use of governmental buildings by an outside agency. 6. Groups using the facilities of the Town of Edenton or Chowan County must not bar anyone from membership, access to, or participation in any activitiy of the group on he basis of race, religious preferences, sex or age. The County entered into a contract on October 18, 1978, with Alliance For Progress in which it agreed to provide security on a pro rata basis with Bertie and Hertford counties for a Farmers Home Ad ministration loan in the amount of $235,000. The County presently utilizes A.F.P. ser vices in the preparation of financial accounting and payroll systems. A.F.P. has now made application for a subsequent loan of SIOO,OOO. It will be necessary for the County, in conjunction with Bertie and Hertford Counties, to un derwrite this loan if A.F.PL is to obtain this funding. After a lengthy discussion, motion was made by Commissioner Elmore, seconded by Com missioner Jones, and unanimously carried, that Chowan County support further process A.F.P. loan with FmHA. Tom Watts, District Attorney presented FY 79-80 District Attorney-Solicitors Office Expense to the Board. Copy attached. The County has received final approval on both specifications and the proposal of Edenton Construction Co. for reroofing the old Courthouse. Total project cost will be $46,439. Monies encumbered to date total $41,893 ($20,946 local; $20,946 State Grant.) Cliff Copeland, County Manager, noted that Chowtfn County has received a grant award of $18,765 ($16,889- Federal, $938 - State and $938 - Local) from the Division of Crime Control. Funding for the Albemarle low & Order Program is only available through July, 1980. In order to continue this program until a determination is made if Congress will approve addi tional LEAA monies, ARPDC is requesting an additional con tribution from each county. A contribution of SBOO is requested from Chowan County. A motion was made by Commissioner Peele, seconded by Commissioner Jones, and unanimously carried, the County appropriate SBOO from General Fund Contingency and authorize the County Manager to make the necessary budget amendment for contribution for funding Criminal Justice Planner position. Motion was made by Com missioner Jones, seconded by Commissioner Elmore, and unanimously carried, the County enter into a contract with John Ferren in the amount ■■ . of $6,556 for the County land use update with he following budget amendment and transfer ap proved— Revenue Department 348-00-0400 CAMA . $7,056 Expenditures Dept. 490-4500 Contracted Services 6,556 1201 Printing 700 To provide local match, it will be necessary to transfer S6OO from General Fund Con tingency. Subject— Contract - copy attached. The Board agreed to a Resolution being drawn in respect to Commissioner Lester T. Copeland (deceased) and a plaque in his honor be presented to Mrs. Copeland. By motion of Commissioner Jones, seconded by Com missioner Elmore, and unanimously carried, that the Board support the Edenton Chamber of Commerce by increasing the County’s con tribution of S7OO. This additional contribution is understood to be one-time expense. Cliff Copeland, County Manager, read a letter from the Chowan County Democratic Executive Committee, of date July 29, 1980, and received by Cliff Copeland, County Manager, on July 29, 1980. Subject- RE- G.S. 153 A-27; recommendation of Com missioner replacement. letter has been entered into the minutes of Board of County Commissioners this August 4, 1980. The County Manager was requested to reply to the Chowan Democratic Executive Board to the effect the letter has been entered into the minutes of the Board of County Com missioners and the Board will exercise its prerogative to fill its vacancy within sixty days. David Henson, Administrator of Chowan Hospital, requested the Boards support in the Hospital application tor ten additional beds. Before ap proval can be obtained for the construction of these additional beds, it will be necessary to amend the State Medical Facilities Plan. Motion was made by Com missioner Elmore, seconded by Commissioner Peele, and unanimously carried, to adopt Resolution to support Chowan Hospital Board in its efforts to obtain additional bedding— WHEREAS, Chowan Hospital, Inc., has recently submitted a Certificate of Need application for additional ten medical-surgical beds; and WHEREAS, the Chowan County Board of Com missioners feels that Chowan Hospital, Inc., requires an addition to its bed compliment because of its very high oc cupancy rate; and, WHEREAS, the State Medical Facilities Plan indicates an excess of five beds for Region R.; and, WHEREAS, Chowan Hospital's Certificate of Need application is presently in consistent with the existing Medical Facilities Plan; NOW, THEREFORE, the Chowan County Board of Commissioners lends its wholehearted support to the efforts of Chowan Hospital, Inc. to petition to have the State Medical Facilities Plan amended with the objective of allocating additional beds to Region R. A motion was made by Commissioner Peele, seconded by Commissioner Jones, and unanimously carried, the County Manager be authroized to execute contract with Deferred Compensation Cor poration of North Carolina. A motion was made by Commissioner Elmore, seconded by Commissioner Jones, and unanimously carried, the County Manger, in cooperation with the County Attorney, be authroized to act in behalf of the County to settle outstanding claims against Bullock Plumbing & Heating Co. The Memorandum of Un derstanding between the N.C. Agricultural Extension Service, N. C. St ate Uni versi ty, A&T State University, and the Board of County Commissioners, was • presented by R.M. Thompson, Agricultural Extension Office. Thursday, September- 18, 1980 The County Manager was authroized to execute the Memorandum of Un derstanding by motion of Commissioner Peele, seconded by Commissioner Jones, and unanimously carried. Subject—Memorandum of Understanding - copy attached. The County Manager was authorized to execute agreement between the County and N.C, Department of Natural Resources and Com munity Development by motion of Commissioner Jones, seconded by Commissioner Peele, and unanimously carried. Cliff Copeland, County Manager, made note of the handsome chest located in the new Courthouse lobby con tributed to the County by Commissioner and Mrs. J.D. Peele. Chairman Phillips ex pressed appreciation to Com missioner Peele for the generous gift. The following were appointed to serve on the Edenton Plan ning & Zoning Commission by motion of Commissioner Elmore, seconded by Com missioner Peele, and unanimously carried— Mrs. Nancy T. Wood, Larry Swindell, and Albert C. Everson. Due to Monday, September 1, 1980 falling on a holiday, the Board members agreed to hold its regular monthly meeting Monday, September 8, 1980.
