Page 6-A Scrap Tobacco Limitation Asked The N. C. Farm Bureau Federation has requested the U. S. Department of Agriculture to initiate action under Section 22 of the Agricultural Adjustment Act, as amended, that would limit the amount of scrap tobacco being imported into this country. Section 22 provides, in part, that whenever the secretary of agriculture has reason to believe certain imports are “materially inters erring” with a government supported program, he will advise the President, who may seek an investigation by the In ternational Trade Com mission (ITC). The President has the authority to impose duties or import restrictions to protect such programs if he deems it necessary. In his letter to USDA’s Foreign Agricultural Ser vice, Farm Bureau President John Sledge said it “has become obvious that we cannot save the domestic tobacco program by seeking relief through the U. S. Customs Service”. Sledge Classified Driver License System Begins In 1981 RALEIGH lf your driver license expires in 1981, you will be among the first motorists in this state to be phased into the new classified driver license system. But if your driver license does not expire this year, you will not be phased into the system until your current valid license is scheduled to expire. You can check your driver license for the expiration date. More than 1.3-million motorists will obtain driver licenses under the new system during 1981. The classified system will be phased in over the next four years. The classified driver license system becomes affective for driver license renewals after January 1. This system replaces the operator and chauffeur licenses issued under the old system. Motor Vehicles Com missioner Elbert L. Peters, Jr., said, “Drivers with current valid driver licenses will not be affected by the new system until it is time for them to renew their old licenses.” A driver license expires every four years at mid night on the driver’s bir thday. The new system classifies vehicles according to their weight and the number of passengers they are designed to carry.” The class in which a motorist is qualified to drive will be indicated by an A, B or C on the front cover of the driver license. The Gass C license, which most North Carolina motorists will obtain, en titles a driver to operate a car, private truck or other motor vehicle which weighs 30,000 pounds or less. The Gass B license en titles a motorist to: - drive a single motor vehicle that weighs over 30,000 pounds; - operate that vehicle to tow another vehicle weighing 10,000 gross pounds or less; - drive a single vehicle designed to carry more than 12 passengers; - operate all vehicles under Gass C. The Gass A license en titles motor vehicle operators to drive any vehicle (ex'*" , 't a motorcycle), n ing all vehicles under sses B and C. (A driver license must have the “motorcycle en dorsement” on it before a motorist is entitled to operate the motorcycle with either a Gass A, B or C license.). To obtain the Class A license, the driver must show proof either by passing a written examination and or road test or by affidavit that he is capable of safely driving a tractor-trailer. Class B and C driver licenses can be obtained at any driver license office in North Carolina charged that customs has allowed tobacco imports to escalate by manipulation of tobacco by importers to the detriment of the domestic tobacco program, while evading millions of dollars in proper tariff duties. Sledge pointed out that the Flue-Cured Tobacco Cooperative Stabilization Corp. has had trouble selling certain filler type tobaccos while “other scrap” imports have increased by 73 per cent from 1977 to 1980. The Farm Bureau [resident emphasized that the impact of foreign tobacco imports upon the producers of cigarette-type tobacco is most vivid from the period 1969-1979. He said imported tobacco accounted for 18 per cent of the 1,311 million pounds used in cigarettes during 1969. Ten years later such tobacco accounted for 31 per cent of the 1,518-million pounds used for cigarette production. Other imports which would be largely classified as scrap tobacco amounted to only 10-million pounds during 1969 but escalated to 204-million pounds or 2,040 per cent by 1979. For this same period, Sledge said that flue-cured domestic utilization declined by 7 per cent. Sledge also pointed out that increasing amounts of imported scrap tobacco are arriving from countries which prohibit the entry of U.S. produced tobacco into their respective countries'. “Flue-cured producers see a parallel to their tobacco import problem in government actions taken in recent years to limit im ports of certain milk products and sugar,” Sledge said. We will not give up our efforts to seek a proper solution to the scrap issue.” Personnel Policies To Be Discussed One of the most imp portant jobs in education over the next few years will be determining the per sonnel practices for public school employees. A nine-member com mission, created by the 1980 legislature, was recently named to advise Gov. Jim Hunt, and the State Board of Education on public school personnel matters such as policies and procedures as well as classifications, salaries, and benefits. The members are interested ih education and have knowledge and skills in personnel administration. Robert B. Lincks, chairman of the state education personnel com mission, has announced the first official meeting of the commission the evening of January 13 and all day January 14 in the Third Floor Conference Room of the Education Building. Wednesday, the commission will hear the views, needs, and interests of professional school employee groups. Next month the commission plans to meet monthly for an evening and all day session. Support service organizations will be invited to participate in the com mission’s meeting.
