Receives Praise
From Granite Fals

following editorial appeared
in the August 24 edition of
the Lenoir News-Topic. It
was headed: “Granite Falls’
Loss Is Eden ton’s Gain’’.)<
It is with deep regret that
we learn Granite Falls Town
Manager Samuel W. Noble
is resigning to take a new
job in Edenton, but we are
happy for his sake since the
move means a big step
upward for a superbly
capable, diligent, hard
working and intelligent
young man.
Yes, there are rumors
that the recent consolidation
of the Granite Falls fire and
police departments, and the
attendant political disputes,
prompted Mr. Noble to seek
new employment. However,
the facts indicate otherwise.
It is no secret to those
familiar with the inner
workings of Granite Falls
municipal affairs, that Mr.
Noble has been approached,
indeed courted, by other
North Carolina towns, most
of them much larger than
Granite Falls.
To accent this fact, Mr.
Noble has an excellent
administrative track record
since he came to Granite
Falls three and a half years
ago.
A city manager’s job is by
no means a cushy position.
It requires skill, foresight,
sound judgment, an
awareness of current laws
and regulations, and a solid
ability to work with other
people.
During the past three
years, Mr. Noble and
Granite Falls have had their
share of troubles. Lawsuits,
an embarrassing and
protracted controversy with
the town’s ABC Board, and
zoning injunctions are but a
few of the more unpleasant
affairs that have occurred
since Mr. Noble came to
town.
However; had it not been
for his determination, in
tegrity, and downright ef
ficient philosophy. . oT
government, these
problems would have
continued untended, and in
the long run would have cost
the town more and more.
Mr. Noble’s tenure has
been marked by more
positive events also. An
efficient and updated
personnel policy, vast new
water system im
provements, newer and
better facilities and
responsible accounting
procedures, all instituted
during the past three years
have helped Granite Falls
progress tremendously, and
enriched town coffers as
well.
It is unfortunate that
Caldwell County must lose
Mr. Noble, but we wish him
the best of luck in his new
position. He is a deserving
individual on his way up and
we have all the confidence in
the world that he will prove
to be a major asset to
Edenton and a true credit to
Caldwell County.

the W-4 to the IRS. The IRS
will send the employee a
letter asking him or her to
complete a form which
involves computing the
correct number of exemp
tions.
Upon receipt, the IRS
analyzes the information,
determines the allowable
number of exemptions and
notifies the employer. If the
employee fails to complete
and return the computation
worksheet to the IRS, the
employer is instructed to
withhold as if the person
was single, claiming one
exemption.
“We are aware of a few
cases of overstated
exemptions on the W-»”,
said Glenn Jones. IRS
Public Affairs Officer, "We
want employees to be aware
of their responsibilities in
filing the correct W-4 form.
If we prosecute a person for
filing a false W-l and obtain
a conviction, he or she could
be sentenced up to a year in
jail and have to pay up to a
ISOO fine. That’s a grim
consequence for anyone."
