Thursday, September 24, 1981 , Air Service Application Filed NORFOLK, Va. - Medical Center Hospitals has applied to the Eastern Virginia Health Systems Agency for a Certificate of Need for an emergency air ambulance service. The service, to be called “Nightingale”, will utilize a Bell Long-Ranger II helicopter capable of handling two patients, two medical crewmembers and a pilot. At present, there is no hospital-based emergency air transport service operating in the State of Virginia or in Northeastern North Carolina. If approved, Medical Cento* Hospitals will take delivery of the helicopter in December, 1981, and has set a tentative start-up date for the Nightingale service for January 1982. Nightingale will be based at the heliport at Norfolk General Hospital and will augment existing ground transportation systems within an approximate 70 mile radius of the hospital. The Nightingale service, subject to extreme weather conditions, will be available 24 hours, seven days-a week. A total of 360 flights are estimated for the first year of service. The emegency air am bulance will be dispatched in situations when traffic or distance would impair ground ambulance service, when time would be a decisive factor in patient survival, and when the site of a medical emergency would be inaccesible by other means. Timely interhospital transfer of critically ill patients is projected to be one of Nightingale’s most frequent functions. The speed with which patients can be transferred to more appropriate or tertiary care facilities is clearly a benefit of the service. Nightingale can lift off within three-five minutes of dispatch and has a cruising speed of 120-140 miles per hour. Nightingale will also be dispatched to the scene of accidents - on highways, in remote locations, and at isolated industrial sites. Sophisticated intensive emergency care can be administered at the scene and enroute to the closest and most appropriate hospital of the patient’s choice. All physician referrals will be honored. Medical Center Hospital will lease the helicopter, which will be fully equipped with emergency care and life support systems, from Chesapeake and Potomac Airways, Inc., of Baltimore, Maryland. In addition to the helicopter, the leasing arrangement also designates that C&P Air ways will provide three qualified helicopter pilots and one qualified mechanic. Medical Center Hospitals is a private, not-for-profit, hospital system and will not receive federal, state or local government funding for the emergency air ambulance service.
