DECA Officers Elected
The elections for 1981-82
DECA Club officers were
held on September 30. The
results were: President,

Mrs. Ray Privott;

Penny Is Appointed

son, Jr., has
pointed James (Bill) M.
Penny to serve as acting
commissioner of the
Division of Motor Vehicles
(DMV). Prior to his
appointment, Penny, a
career state employee, was
deputy commissioner for
DMV.
The current com
missioner, Elbert L.
Peters. Jr., has resigned to
accept a position with the
N. C. Motor Carriers
Association.
Sec. Roberson said, “We
regret losing Eb and wish
him well in his new position.
We congratulate him on an
outstanding record of public
service and commend him
for his many contributions
while serving as
Commissioner of DMV from
1977-81.”
“We are, however,
fortunate that Bill has
agreed to accept this
additional responsibility. A
very capable and defeated
career employee with
outstanding administrative
qualities, Bill will continue
the tradition of providing
the state with a high level of
service,” Secretary
Roberson added.
Penny, 57 and a Wake
County native, began his
state government career in
1949 and worked in the
Department of Revenue and
State Employees’ Credit
Union before moving to
DMV in 1957. In 1999 Penny
was appointed Assistant
Commissioner; in 1977, be
was named Deputy
Commissioner; Penny
served as acting
commissioner in 1973 and
again in 1977.
Being active in
professional and civic
organisations, Penny
currently serves as

parliamentarian and re
porter, Suanne trass,
daughter of Mr. and Mrs.
Jesse Bass.
This years activities
started off with the
Bloodmobile drive and
fairbooth competitions.
These are the first of many
activities planned for this
year. The officers are going
to do their best to make this
the most successful year
ever.

He is a member of
Multistate Reciprocity
Commission, Hayes Barton
Baptist Church, Amran

offices in the association.
Penny holds a B.S. degree
from UNC-Chapel Hill and is
a World War II veteran. He
is married to the former Dot
Richardson. They have two
daughters.
Illegal Funds
GREENSBORO Some
churches in North Carolina
have been offered large
contributions from
individuals who ask that
most of the money be
designated to their child’s
college scholarship or
tuition, the Internal
Revenue says.
Fred Nielsen, IRS district
director in North Carolina,
said, “We don’t intend to
discourage legitimate
contributions to churches,
but designating funds by an
individual to a child’s
scholarship or tuition is
what we consider an abusive
tax shelter and is clearly not
allowable.”
The director said that
college expenses are
personal items and cannot
be claimed on die tax return
as a chhrch contribution.
Contrbutions to a church are
allowable only if given to the
church to be used for the
religious program of that
church, he added.
Nielsen remarked. “We
will be assessing additional
tax and penalties in those
cases which we identify as
in vipiatioo of tax statute.”
