The fish on the right weighed in at 27 lbs. and the one on the left was a whopping 45 lbs. Fishery Bills Are Passed WASHINGTON, D. C. - The House of Represen tatives voted to suspend the rules November 4 and pass •two Merchant Marine and F ! sheries Committee bills. H. R. 1638, the Lacey Act of 1981, addresses deficiencies in the current Lacey and Black Bass Acts by providing more effective control over interstate and foreign commerce in fish, wildlife, and plants. These Acts, two of the oldest federal fish and wildlife conservation statutes, prohibit the importation, exportation or interstate .commerce in any fish and wildlife that were taken in violation of the conservation laws of a state or foreign country. The bill combines '& e two statutes into one and : addresses the increasing problem of such illegal trading by increasing the maximum civil and criminal penalties for such violations and provides that ‘.anyone convicted or assessed a civil penalty .‘would be liable for costs . : incurred by the government : : : .in storing, caring for and •;V maintaining any such fish or :-'•• wildlife seized. Also, H. R. 1638 provides federal enforcement . assistance to states which bftve adopted laws providing for the con servation of rare plants threatened with extinction, and authorizes the : Secretary of the Treasury to pay rewards to informants regarding violations of this Act beginning in fiscal year 1983. After approving the bill, the House then took up and : ::ajpj)roved the Senate’s £.version, S. 736, an identical •gbill, thus clearing the measure for the President’s signature. The second bill, H. Coastal states are 1 guaranteed a minimum I apportionment of one-half of 1 l per cent of the total funds I available for apportionment I each fiscal year. Additionally, the bill | changes existing law to 1 reduce to 25 per cent the 1 maximum federal matching 1 share for those fishery I research and development 1 or management projects 1 which do not involve fishery 1 resources of more than local 1 importance. The Secretary I of Commerce is required to 1 establish guidelines for 1 project and program I evaluation. Any unused 1 appropriations would be I carried forward to the next 1 fiscal year, and all work 1 needed to complete an 1 approved project must be J done in accordance with 1 applicable state and federal | laws as well as Department I of Commerce regulations. | The measure will now go to 1 the Senate. 1 There is a registration fee. The multi-use meeting room, which will be used for the conference, has been called the finest public meeting place in the county for large groups.
