He said the meeting will be held at the Albert Coates Local Government Center, 215 North Dawson Street, Edenton, North Carolina, Thursday, December 3, 1981 The Fellowship recipients are Janice Hambrick, of Jonesboro, Ga. a senior Raleigh. The Waste Management Board was created in June by the General Assembly, at the urging of Gov. James B. Hunt, Jr., to develop a long range program for safely managing North Carolina’s hazardous and low-level radioactive wastes. The board’s 15 members include representatives from city and county government; higher education; industry; the legislature; the depart ments of Human Resources, Natural Resources and Community Development, Agriculture, Crime Control and Public Safety, and Commerce; and the general public. O’Shields said the December 9 meeting will give members an op portunity to review the functions and authority of the board, and to set goals and objectives for the future. He said Governor Hunt is scheduled to attend. majoring in food science; Emily R. Peele of Edenton, a doctoral student in microbiology; and Jennifer M. Smith of Wheaton, 111., a doctoral student in geology. Miss Hambrick received a $3,600 undergraduate fellowship and Miss Peele PACE Opposes Legislation To Increase Legislative Terms RALEIGH The Political Action Committee for Education (PACE) will work to defeat the State Constitutional Amendment that would allow four-year terms for legislators. PACE, which is the political action arm of the North Carolina Association of Educators was directed by the NCAE Board of Directors during the Board’s November meeting to mount a campaign against the amendment. The amendment will be before voters in the May primary. “This amendment is an attempt by the small group now running the General Assembly to further remove themselves from ac countability to the people,” said NCAE President John I. Wilson of Raleigh. “The last two sessions of the General Assembly have demonstrated beyond a shadow of a doubt that we need more accoutability and not less. When a handful of men elected by individiual districts can put horses ahead of children for the whole state, the voters need Health Dept. This is the third year Miss Hambrick has received Sea Grant support. The awards are for three quarters of study. The University of Georgia Sea Grant Program is part an early opportunity to express their views on that,” Wilson said. NCAE through PACE will begin organizing teachers in every precinct to defeat this amendment, Wilson said. He said he is extremely pleased that many other groups also are opposing the four-year term. NCAE and PACE will join with other groups to form a coalition against the proposed change. “Close accountability to the voters is the reason the U. S. Constitution limits the terms of U. S. Represen tatives to only two years,” Wilson continued. “The fact that lawmakers must face the voters often makes them more respon ve and responsible than hey would be with four-year terms. “The idea that the citizenry should feel sorry for lawmakers because they have to run for uifice every two years is misplaced,” Wilson added. “Service in the General Assembly is a privilege and a public trust and the voters deserve frequent opportunities to evaluate the service.” SECTION B of the National Sea Grant Program established by Congress in 1966 to foster wise use of America’s marine resources through research, education and advisory services. Last year, the University of Georgia became only the 15th institution in the country to be designated a Sea Grant College. This designation is given to in stitutions whose Sea Grant Program excells in all phases of research, educational and advisory activities. The university’s Sea Grant Program, which began in 1971, includes projects in such areas as marsh ecology, seafood processing, shrimping gear research and a variety of educational efforts. Holmes Concert Choir, under the direction of Mrs. Shelby Strother, will give a program of Christmas music for the Edenton Tea Party Chapter, DAR, at its monthly meeting at the Edenton Restaurant on December 9, at 1 P. M. The Concert Choir has 38 voices and was organized by Mrs. Strother in 1975 when she joined the faculty of John A. Holmes High School. Mrs. Strother is a native Smokers Try To Quit NEW YORK A ran domized telephone survey conducted early November 19, by the American Cancer Society’s volunteers showed that 35 per cent of the nation’s 52-million adult smokers participated in the Great American Smokeout. This added up to 18.2-million smokers trying to go without cigarettes for 24 hours. If last year’s experience holds true, the society says that 6.7 per cent of them still will not be smoking a year from now. The latest survey also revealed that proportionally more women than men tried to quit. It showed that 29 per cent of the identified male smokers and 41 per cent of the identified female smokers of Rose Hill and a graduate of ECU with a degree in Music Education. She holds a masters degree in Supervision of Music Education from Ap palachian State University. She has taught in the Atlanta city schools as well as North Carolina public schools in Wilmington, Snow Hill and Boone. She also taught a Caldwell Com munity College in Lenoir for two years before coming to Edenton. were involved. In order to complete 2,115 interviews, 528 volunteers made a total of 4,719 telephone calls. The 2,115 households reached con tained 4,758 adults of whom 1,681 were identified as smokers.
