These areas may be reluctant to forego their refund even for a “good cause” such as im provements in city sewage. Aferall they do not have a vote when municipal elections are held. But in summary we recommend the following: a) That the residential refund of February 9th be rescinded, b) That SC ADA be im plemented c) That all monies be held in trust on deposit and that no refunds be given. Fur thermore that when the time comes to implement improvements in city sewage these improvements include areas such as Coke Avenue, Cape Colony, Country Club Drive, High way 32 immediately north of Edenton, etc., so that as closely as possible all who receive city electricity may receive city sewage treatment too. d) That if council does not adopt option C that after purchasing SC ADA'it should' refund the balance of the money proportionally to all Edenton utility users based as much as possible on their rate of usage.
