He is married, with two children and they make their home in Ahoskie where he is currently the pastor of the First Baptist Church. Special music is being rendered at each service under the direction of James H. Hyatt, Minister of Music of the church. Included will be the Adult Choir, Youth Choir, soloists, ladies trio and men’s quartet. Dr. John A. Allen, pastor, cordially extends an in vitation to the public to attend these services. The group has filmed two episodes of a TV series called “The Rex Nelan Singers and Friends.” The show is on the Cable Christian Network. On May 15 at Middle School in Ahoskie, The Dixie Melody Boys and the Searchous Quartet will be performing for a benefit sponsored by the Rescue Squad and the Fire Department of Ahoskie. The National Cotton Council has raised a strong objection to the National Weather Service’s proposed elimination of its agricultural weather program in fiscal 1983. The proposal is included in the agency’s budget recommendations now being considered by a House Science and Technology subcommittee chaired by Rep. James H. Scheuer (D- N.Y.). He then attended the University of North Carolina at Chapel Hill, graduating in 1942 with a B.S. in Commerce degree. He thereafter worked for the First Citizens Bank at Jacksonville. After discharge from the „ Navy in 1946 he went to New Bern and worked for Frank Sproul, C.P.A., and obtained his C.P.A. license. He then attended the University of North Carolina Law School at Chapel Hill, graduating in 1950. He has practiced law in Jacksonville for more than 30 years. Riggs served as the Representative from Onslow County in the 1961 General Assembly. He has been active in the civic affairs of Onslow County, including being Chairman of the Onslow County Chapter of the American Red Cross from 1965-1967. OCS Funds Continued From Page 9-A growing consensus that such block grants based on proportionate OCS revenues should proceed in dependently of other OCS related legislation. The bill will serve to preserve funding for valuable ocean resources which are otherwise threatened by federal budget cuts. It will also provide an incentive for greater participation among coastal states in oil and gas development on the Outer Continental Shelf. The major provisions of the bill include: - Retaining the National Sea Grant College program; - Providing of block grants to coastal states to maintain coastal zone management, coastal energy impact, ocean fisheries and living marine resources program, and for the enhancement and management of state natural resources; - Providing such coastal states with a greater degree of flexibility in the ap plication of the grants. The fund would be based only on the increment in federal Outer Continental Shelf revenues resulting from the acceleration of our offshore program. Fiscal Year 1932 would be used as the base, with the fund composed of an amount equal to only 10 per cent of the growth in revenues from OCS bonuses and royalties, with a ceiling of S3OO - THE CHOWAN HERALD Council President Edward Breihan of Lubbock, Tex., in a letter to the subcommittee chairman this week, described the program as “highly valuable” to form ers as well as consumers. “It saves farmers hun dreds of millions of dollars each year,” Breihan stated, “and also means untold additional savings to con sumers in terms of in creased production and lower prices.” Mineral oil should not be used to make salad dressing.
