Bob Ware Peanut Crop Not Affected Earlier this year. I wrote Secretary of Agriculture John Block requesting that he delay implementation of certain provisions of the peanut program as outlined in the 1981 Farm Bill. I also began working with Congressman Charlie Rose toward a solution to the problem. Today, I was informed by Congressman Rose that our joint efforts to prevent zeroing out of peanut allotments of non-producers who leased out their acreage were successful. The loss of peanut allotments by the producers was delayed one year, which means the 1982 crop season will not be af fected. Producer interpretation from information previously supplied by the ASCS had led producers to actions concerning their, allotment (i.e., leasing of allotments in 1982), feeling they would not jeopardize their quotas. Implementation of the peanut program as outlined in the 1981 Farm Bill would have unfairly penalized growers or caused them to lose their quotas. I realize this is a short term solution, but it buys the agricultural sector time to work toward an equitable solution to this problem.
