Thursday, April 29,1982 Municipal Power Transfer RALEIGH-Twenty-one municipal electric systems in eastern North Carolina began purchasing ail their electric power at 12:01 A.M. Thursday of last week from N.C. Eastern Municipal Power Agency (NCEMPA). The change in power sup pliers is projected to save that group of cities nearly 8 per cent on power costs between now and the end of this year. The non-profit, public power supply agency began providing power to the 21 “electric cities” in the Carolina Power & Light Co. (CP&L) service area after the initial closing Wed nesday in New York of NCEMPA’s purchase of ownership interests in seven CP&L generating units. NCEMPA sold S4OO - in electric revenue bonds on April 1 to finance the initial closing. The Agency will issue an ad ditional SBOO-million in bonds and notes over the next 12 months to complete the closing of its purchase. IAA H|||[ b EDENTON 482-8421 8 UllUllLN Broad St. Ext NCEMPA will issue an estimated total $2.6-billion in electric revenue braids and notes through the year 1993 NCEMPA and CP&L signed contracts in July,. 1981 enabling the Power Agency to purchase un divided ownership interests in the seven generating units, which include both coal-fired and nuclear units, and three units presently in commercial operation. The Power Agency is acquiring undivided ownership interests ranging from about 13 to 18 per cent in Brunswick Units 1 and 2 (existing nuclear units) Roxboro Unit (existing coal-fired), Mayo Units 1 and 2 (coal-fired units under construction), and Harris Units 1 and 2 (nuclear units under construction). NCEMPA has employed CP&L as project manager and operator for the jointly owned facilities. The arrangement took more than 2 years to negotiate. The 7.9 per cent projected reduction in power costs represents the savings the 21 cities should realize through December 1982 as compared to the projected cost of the same amount of power purchased directly from CP&L at that com pany’s wholesale rates. The 21 municipalities in the CP&L service area receiving NCEMPA power are: Apex, Ayden, Benson, Clayton, Farmville, Fremont, Hookerton, Kinston, La Grange, Laurinburg, Louisburg, Lumberton, New Bern, Pikeville, Red Springs, Rocky Mount, Selma, Smithfield, Southport, Wake Forest and Wilson. Since December 30, 1981, 11 municipalities in the Virginia Electric and Power Co. (Vepco) service area (including Edenton) have been purchasing NCEMPA power at an initial power cost savings of about 3 per cent. The Agency has been supplying those cities with a blend of power purchased from CP&L and Vepco. Upon completing the initial closing of its pur chase of ownership interests in the CP&L generating units, NCEMPA lowered its bulk power rates to the municipalities it serves in the Vepco service area by an additional 2 per cent reflecting the Power Agency’s lower-cost power from its project ownership. NCEMPA is now sup plying power to the project participants in the Vepco service area at a group savings projected to be 4.9 per cent through October, 1982. That saving is projected against the estimated cost of the same amount of power purchased directly from Vepco under that company’s wholesale rates. Power cost savings for NCEMPA participants in the Vepco service area are somewhat less than those for the Power Agency’s participants in the CP&L service area because Vepco’s power charges to 'WSjMPA Upr higher thin idQßyfcL’s and because the ■Hm(P*Y* kswfc pay Vepco a transmission fee for delivering power over its system to those cities. An engineering report prepared for the Agency estimates that over the next 20 years, the Agency’s power costs will be 5.5 to 6 per cent lower than the cost of the same amount of power bought at wholesale from the private utilities. It projects cumulative monetary savings of sl.l - over the life of the bonds. NCEMPA is the second municipal power agency in North Carolina to Hawks Win Championship The Creswell Hawks traveled to Lillington on April 17 to play for the Eastern Regional Medium Custody Basketball Championship and were victorious. Municipal Power Agency Number .1 (NCEMPA 1), composed of 19 municipal electric systems in Piedmont North Carolina, purchased a 75 per cent undivided ownership interest in Unit 2 at Catawba Nuclear Station, under construction by Duke Power Company on Lake Wylie, S.C.
