The Missing Link...As everyone must know by now, the U.S. Justice Department last week rejected both the State i House and Senate redistricting plans. Those two plans, along with congressional redistricting, were sub mitted for bureacratic perusal back in mid - February - over two months ago. Without acceptable redistricting lines, a primary election date could not - cannot - be set. Now this week, after the latest rejection, the N.C. General Assembly has been called into another special session (we lose count) to decide on a new course for reaching agreement with the federal government. But let’s go back to February, the Legislature’s third effort to design ac ceptable redistricting lines under the 1965 Voting Rights Act. Regardless of what takes place over reap portionment, or when, it seems apparent that somewhere in the process there has been a missing link. Early on, some legislators tried to Marne Attor. Gen. Rufus Edmisten for lack of input and guidance in designing the plans. Ed misten might well be able to prove that such criticism was a part of partisan politics reaching way into the 1984 governor’s race, but it’s true the AG’s office was late in offering advice. There are logical ex planations for that too - one obvious explanation is that designing the districts is purely a legislative exer cise. Anyway, by February, the legislators had decided they needed more judicial redistricting expertise and reluctantly hired a Washington law firm to oversee and advise them on the process. Perhaps more importantly, the expensive lawyers were supposed to have a pipeline to the Justice Department perfect for lobbying on North Carolina’s behalf. By this time, the legislators and Washington redistricting experts were beginning to pick our real faces in the U.S. Justice Department who would be making the decisions on the plans North Carolina sub mitted. BUILDING LOTS FOR SALE Commercial ft Residential THE SHOWAfI HERAJLD with the legislators in volved, began to offer concrete advice on the dos and don’ts of an acceptable formula. Also, there were the Senate and House leader ship positions who were actively protective of the lines they personally liked - assuming any of it was likable - and they readily injected their desired upon the whole Assemblage. That Assemblage, made up of 50 men and women in the Senate and another 120 in the House, had the final say - so in what plans to send to Washington. So where in the process did things go wrong? Where is the missing link? Was it Edmisten early? Or was it the Washington law firm? Or did the bureacrats deal in bad faith? Or did the leadership not lead? Could the 170 men and women in the General Assembly have done a better job with their vote? Maybe it just isn’t a missing link. Maybe it’s the chain, or in this case, the 1965 Voting Rights Act. That act gives enough power to unelected officials in Washington to actually circumvent the principle of one man - one vote that the Supreme Court has set forth as all - encompassing in assuring free and fair elections. The Voting Rights Act is supposed to insure that principle for minorities as well. Unfortuantely, the powers of the Voting Rights Act seem to have grown past the insurance stage. There is a growing uneasiness ammy many of the legislators over What they’ve been asked to do in meeting the guidelines. Some observers now look for the pendulum to swing the other way. Pesticides involved are those required by the U.S. Environmental Protection Agency to carry a label indicating the products are toxic to bees. “Notification, either written or oral, must be given not less than 24 hours or more than 10 days before single application or a seasonal spray schedule,” said John Smith, pesticide administrator of the N.C.
