One of the problems created by the failure to approve a budget is that the Ap propriations Committee cannot function until they have Congressional ap proval of the amounts in volved. I had occasion to contact Senator Jesse Helms one evening last week and he asked me what we were doing on the House side: and to he ahsohitiev honest I said as far as the Floor action practically nothing. I asked what they were doing on the Senate side and he replied they spent most of the day debating whether a Senator .would have to be seated iq, ’his seat at the time he cast his votes! We-'both are concerned about the lack of action of both bodies. This is not to imply that most Members aren’t working full time. With the Committee work and especially those of us who serve as Chairmen, I can assure you there is little if any loss of motion. As an example of some of the problems which arise, I refer to the fact that each Subcommittee Chairman of each and every Committee submits a budget for the operation of his Sub committee during a calendar year. The Mer chant Marine and Fisheries Committee has five sub committees and the House Committee on Accounts in an effort to cut back spending reduced rather severely the total request made by my Committee. It then becomes my duty as Chairman to decide what proportion of the cuts each Subcommittee will absorb. I men tion this to show some of the problems confronting a Member of Congress are not confined solely to the votes can ron the different legislative issues. Abo during the past week I set in motion plains for the full Committee on Merchant Marine and Fisheries to visit Dare County to conduct hearings on June 11 regarding the tentative consideration of the United States Navy to sink several decommissioned nuclear subs off the Carolina cosat. As I have stated before, until I am absolutely satisfied that this action will cause no danger now or at some future date, then I shall continue to oppose this Naval proposal. I am under the impression that some of the Naval officials are opposing the hearing being held in Dare County and think it should be at some neutral site. I certainly see no justification for this opposition nor do I intend to change my plans to hold these hearings in Dare County on June 11. Plymouth Fiber’s lost time injury incident rate in 1961 was five times lower than the average rate for the entire pulp-and-paper in dustry. The industry averaged 2.62 lost-time injuries per 200,00 manhours worked, and Plymouth Fiber averaged .51 incidents per 200,000 manhours worked.
