The issues of floating houses, streamlining permit ; processes, Radio Island development planning and mosquito ditching impacts will also be discussed by CRC committees on Thursday afternoon. The beach access rules are proposed to implement the directives of die 1901 General Assembly which created an access program and provided $1 million to acquire and improve oceanfront property. It is the CRC’s general policy that the state’s ocean beadies are a resource of statewide significance held in trust for the use and enjoyment of all the citizens. A permit fee increase from $lO to $25 has been proposed to reflect declining federal support and to counter the increasing costs of permit issuance. Staff from the Office of Coastal Management make several visits to project sites, prepare and purchase legal ads to notify the public of the applications and issue the actual permits for the current $lO fee. The two task forces of the CRC will examine federal polities for useful ideas for reducing environmental damage from development activities and will discuss principles the Commission should adopt to guide rebuilding efforts after a coastal disaster. Two permit appeals will be heard during this meeting. A resident of Beaufort will ask the CRC for permission to erect a building on an already - permitted dock. This appeal will be discussed following the Thursday morning public hearings. The second appeal involves a minor development permit issued for a 24 slip marina on Back Creek in Bath.
