Page 2-B The Carolina Review: Equal Rights Amendment MAY GO AWAY...The women’s Equal Eight’s Amendment bit the dust once again last week in the N.C. General Assembly. More specifically, the North Carolina Senate tabled the amendment by a 27 to 23 vote-all 50 senators voting. As was suggested by a number of observers in recent weeks, the vote was accomplished with amazing quickness and relative ease, although the same ob servers were not willing to say just which way the vote would go. On only the second full day of this short budgetary session, using some rather common parliamentary procedures, opponents of the bill were able to outmanuver sup porters and bring the bill to an early vote-before Gov. Hunt’s rather elaborate lobbying apparatus could take effect. The vote took place without debate after a motion was made to table an ERA ratification bill already introduced. The lack of debate probably suited all of the senators since they are anxious to finish up the spending agenda and get home. They probably won’t have more than two weeks of cam paigning left when the session is over before the June 29 primary. Gov. Hunt was not happy over the lack of debate, however, and said so. “You can take a defeat if you get a fair crack at things, if you get a fair chance to be heard,” Hunt reportedly said. “We didn’t even get that chance, and I regret that very much.” A cursory glance at the vote shows why Hunt may well have been disappointed since the Senate was only two votes away from being tied on the bill-then Lt. Gov. Jimmy Green would have had to vote either yes or no on ERA. That’s something Green has neither done or said on ERA in the past several years-although he is often reported to be against it. Whether it was right or wrong, Lt. Gov. Jimmy Green got some of the blame last week for ERA’S defeat. NCDOT To Clean Up Roadside RALEIGH - An evaluation of the N.C. Department of Trans portation’s (NCDOT) concentrated effort to clean up roadside litter this spring shows successful results, according to a report presented at the May Board of Transportation meeting here. The report by M. C. Adams, head of main tenance and equipment, revealed that during a week in April more than 300 NCDOT maintenance crews, with the help of 167 outside organizations and an estimated 2,000 in dividuals, including Governor Jim Hunt, picked up litter along highways across the state. As a result ot the effort some 3,625 truckloads or "14,500 cubic yards of litter was picked up over 6,300 miles of state highway. This represents an increase of 12 per cent in cleaned road mileage over that ac complished in the clean up litter campaign this past fall. The number of outside organizations participating increased by 215 per cent over those who were in volved in the previous fall campaign. The increase was due largely to the par ticipation of about 70 youth groups responding to Gov. Hunt’s proclamation of “Youth Involvement Day.” Hunt proclaimed April 24 “Youth Involvement Day” in connection with the clean up effort held April 19-24. State Secretary of Transportation W. R. (Bill) Roberson, Jr., explained, “We are very pleased with the overwhelmingly suc cessful results of our spring pick up litter campaign. We gre most appreciative of the organizations which helped us, especially the youth groups, and are convinced their cooperation greatly 4** f * After the tabling motion passed, ERA supporters in the Senate gallery began chanting Green’s name. Since the legislators could not continue the agenda with the noise, Green had the gallery cleared and order inside the Chamber was restored. And that was the only involvement for which Green could legitimately be connected. The protesters then took up the chant, “ERA, won’t go away.” But it may this time. WHAT IFS...The vote over ERA was so close and the momentum had grown so much in recent weeks, that people bound to be talking “what ifs” for months. One “what if” that is sure to be discussed is “What if Lt. Gov. Jimmy Green had publicly endorsed ERA on the eve of the current session?” And “What if he had actively lobbied for its passage?” ERA would have passed the North Carolina Senate almost positively. Though Green’s power and influence might not be at its career peak, most assuredly the lieutenant governor could have swayed at least two senators to change their stand especially since he is par ticularly influential within the group of conservative senators that made the negative vote. Essentially, the ERA lobbyists either failed or neglected to win over the single most important supporter to their cause. Though no one seems to know about the “inside discussions,” it can be assumed that Green was not neglected. Now, with that assumption made, Green has the perfect platform on which to run his gubernatorial campaign. And everyone else can see if the Harris poll was correct (that North Carolinians are 2 to 1 in favor of ERA). Os course, the lieutenant governor has one ace in the hole, as do 27 senators, it isn’t what the people in the polls say, but rather those who bother to vote. contributed to the success of our campaign.” “In view of declining revenues for our highway program, litter clean up cannot be given a top priority for routine main tenance; therefore, our cooperative program has allowed us to provide a higher level of service than would be feasible without substantially increasing the department’s annual cost for litter control,” he said. NCDOT spends ap proximately $2.2-million annually on roadside litter control statewide.
