Page 6-B Officer Chappel Awarded Medal Petty Officer 2nd Class Marie Chappell, USN, from Tyner, was awarded the Navy Achievement Medal in a ceremony held recently at the Armed Forces Staff College, Norfolk, VA. Petty Officer Chappell came to the Staff College in January following a two - tour of duty in Rota, Spain. She serves as a mess management specialist (i.e. food service) and has been assigned the additional duty of career counselor for enlisted personnel. Chappell received the award for her work while serving as the senior mess management specialist of the Satellite Dining Facility, U.S. Naval Hospital, Rota, Spain, from November, 1979, to December, 1981. In that capacity, she provided superior customer service and exceptional meals to patients and hospital staff personnel, which had a significant impact on the morale and welfare of those she served. Chappell was recognized in the citation ac companying her award for her leadership, resource fulness, initiative and dedication. Petty Officer Chappell is a graduate of Chowan High School. She attended Grayson County College at Dension, Tx., prior to joining the Navy in 1975. ECSU Hosts Meeting ELIZABETH CITY Elizabeth City State University will host the quarterly meeting of the Board of Governors for the University of North Carolina scheduled June 10 - 11. According to ECSU Chancellor Marion D. Thorpe, the meeting will bring to the campus numerous state officials and educators, in addition to the 32 - member board, UNC President William C. Friday and his administrative staff. This will be the second visit of the Board of Governors to the ECSU campus. The first meeting was held in Elizabeth City in September, 1972, the year of legislative change to a 32 - member board, reduced from 100 members, and the year of beginning for the statewide multicampus university of 16 constituent institutions, including ECSU. Since that time ECSU has grown from a state teacher’s college to a 13 - department university with major degree program development and capital improvements under the leadership of Chancellor Thorpe. Following the ECSU presentatipn, the board will be addressed by Joe Parker, chairman of the three - month -old reginal development organization, Northeastern North Carolina Tomorrow (NNCT), with headquarters on the ECSU campus. Private foundations now are being asked to provide $9 million in operating money and venture capital with the assistance of the UNC research and public service office. UNC also will provide funds for a director and secretary for six months. Milan Muzinich, regional manager of the Washington office of the Department of Natural Resources and Community Development, is interim director until a permanent director can be found. His staff also in cludes resource persons from the network of com munity colleges, East Carolina University and ECSU, working with committees of regional representatives. According to Dr. Walton Jones, UNC vice president for research and public service programs, the Ford, Kellogg and J.J. Reynolds foundations have been asked to provide NNCT with $1 million annually for five years for operating ex penses, which would be spread around the university system to pay for research and feasibility studies of new industrial projects.
