Be it physical, spiritual, social, academic or whatever, if the mind is not developed,in its early stages, the entire program of one’s achievement is out of sync. Due to my exposure on a daily basis of conversing with students who missed out in prep school for higher education, there is a strong interest which I possess in the educational program in Chowan County. Needless to say, I have two children in the Edenton-Chowan School System for whom I want the best education possible; so, therefore, I am totally committed. Having grown up in Chowan County and educated in the Edenton- Chowan School System afforded me the opportunity of being able to cope and adjust to any situation-past or present. Realizing today is a time for careful planning and getting the most for one’s dollars, long range planning has to be effectuated in order to meet future educational needs. Therefore, a strong Board is needed with a commitment to serve the entire com munity without shirking any phase of their obligations and duties. There are problems with’’ this plan that make it far more important than might be readily apparent. Before casting our votes on this proposal, we should remember these points: The amendment calls for the first four-year term elections to take place in 1982, and in every off presidential, off gubernatorial year therafter. Voter apathy is bad enough in [residential years (Mr. Reagan was elected by only 29 per cent of registered voters), and it is far worse in off-years. Thus, North Carolina legislators would face opposition only when voter turnout is poor. Lower turnouts tend to favor incumbents, who would have had four years in which to build recognition, campaign organization, and financial base. North Carolina is the only state in the nation whore the governor does not have the power to veto legislation. Nor are there provisions for recall or impeachment of members of the house or senate. Thus the North Carolina General Assemly is more powerful than most; and power tends to reduce responsiveness to the public interest. Thus we see that our principal check against legislative excess is the two year term. I urge readers of this letter to think about the issue. We can be sure that most legislators hope we won’t think about it, and will let it slide through. If you agree that the four-year term would be a mistake, be sure to vote against it in June 29th, and urge others to do the same. N. B.
