THE CHOWAN HF.RAI.I~> no net cost to the govern ment. Os course, the ad ministrative costs will continue to be borne by the United States government; the amount is estimated to be approximately sls - per year, This is for flue-cured, hurley and other types tobacco. This is certainly minute when one takes into consideration the fact that tobacco produces $7-bi]lion in taxes at all leyels. Other features of the bill eliminates fall leasing; it also permits the selling of allotments within the confines of a given county, but this sale must be made to an active tobacco producer. One part of theJmu which concerned a great many i was the right of sur vivorship of inheriting ' tobacco allotments. At my insistence this entire section was deleted from the bill and the right to will one’s allotment remains just as it has in the past. By the time this column is read, the bill will have been considered by the full House, and as always, there are various possibilities why it might not pass. Two unusual news items appeared in the WASHINGTON POST on Tuesday, June 15. One was the determination of Far mers Home Administration throughout the nation to clamp down on the past due payments of many who are financing their homes through the FmHA. Be tween October 1, 1981 and March 31, 1982, about 1,900 loans were either foreclosed or voluntarily liquidated - that is a term used to describe a sale under duress. On the adjoining page was another article charging that Mr. Gerald Carmen, head of the NORTH CAROLINA OF TRANSPORTATION^ NOTICE OF PUBLIC MEETING Board of Transportation Member, Marc Basnight, and Division Staff Members, will meet with the Chowan County Board of Commissioners in the Commissioner's Room in the Chowan County Courthouse in Edenton at 10:30 A.M., June 25, 1982, for the purpose of discussing the county's 1982 - 83 Secondary Roads Improvement Program. A copy of the proposed Secondary Improvement Program, together with a map, is posted in the Chowan County Courthouse. - All interested persons are invited to attend the meeting. . /T\ v DIVISION OF HIGHWAYS _ General Services Ad ministration was granted two deferments in the past year on a $405,000 low interest, small business loan. I thought it of interest to note that those in high places apparently are receiving preferential treatment while others, perhaps not as fortunate financially are losing their homes, in many cases, due to circumstances beyond their control. Let me remind you that Tuesday, January 29 is Primary Election Day. Thursday, June 24, 1982 There are many local offices as well as District and State offices to be filled. Certainly through the means of this column I would in no way suggest who you should vote for, but I would suggest for your sake and the sake of better government, that you make the effort to cast your vote on that particular date. Whatever else may be said about our government, we still have the privilege of participating in free elec tions, a situation which does not exist in many other countries.
