Page 6-A Labor Surplus Areas Noted RALEIGH - “Nation wide, in FY 1981, contracts for more than sl-billion were awarded to over 6,000 contractors for an average in excess of $165,000 per contract,” said Glenn R. Jernigan, chairman of the Employment Security Commission (ESC). Twenty-one counties in North Carolina have been classified as labor surplus areas. Hie eigibility status is effective from June 1, 1982, through May 31, 1983. Employers located in classified labor surplus areas are eligible for preference in bidding on federal procurement con tracts. Jernigan said, “The purpose of the labor surplus area procurement preference is to help guide a portion of the government procurement dollars into areas with the highest unemployment and severe economic need.” The award of a government procurement contract may delay the cutback in an employers’ work force and could even result in the addition of new employees. Counties classified as labor surplus areas are: Ashe, Bladen, Brunswick, Cherokee, Clay, Cleveland, Edgecombe, Franklin, Graham, Halifax, Hoke, Northampton, Person, Richmond, Robeson, Rockingham, Swain, Tyrrell, Vance, Yancey, and Cumberland County except the city of Fayetteville. Employers in North Carolina can get in formation on bidding for federal procurement con tracts by contacting the General Service Ad ministration Business Service Cener, 75 Spring Street, S.W., Atlanta, Georgia 30303. Eligibility criteria are contained in legislation which established Defense Manpower Policy No. 4B and Executive Orders 12073 and 10582. According to Donald A. Bande, ES reserach director for ESC’s Labor Market Information Division, “An area must have had an average unemployment rate of 9.0 per cent between January 1980 and December 1981.” The Labor Market Information Division develops the unemployment data used in determining eligibility as a labor surplus area. “Representatives of local offices will be calling on employers,” said John B.
