Scholarship To Be Awarded
The first Wachovia
Technical Scholarship will
be awarded to a second -
year technical student at
College of The Albemarle
this fall. Lloyd Armstrong,
student financial aid
director, said applications
for the SSOO grant will be
accepted through July 15.
Wachovia Bank and Trust
Company established a
$250,000 endowment last
December, the first such
gift in the history of the
community college system.
Income from the trust will
provide 50 technical
scholarships, valued at SSOO
each, for 37 institutions in
the bank’s service area. The
13 remaining scholarships
will be distributed ac
cording to enrollment in
technical training programs
at the participating in
stitutions.
J. Stanley Peel, Wachovia
vice president and city
executive in Elizabeth City,
said one of the primary
considerations of his firm is
its concern about the
problem of unemployment
and underemployment in
North Carolina.
DUI Measures Recommended
The N.C. Bar Association
recommended several
measures to the Leislature
last week in concern over
alcohol-involved automobile
accidents. The Association’s
Litigation Section proposed
a resolution, which was
adopted with minor
changes, asking the General
Assemblytoadoptlegislation
to reduce drunk driving.
Specifically, the
resolution asked the
lawmakers to consider,
among other measures,
mandatory jail sentences,
heavier criminal penalties,
raising the drinking age,
lowering the blood alcohol
level in the legal definition
of D.U.I. and impoundment
of the vehicle involved.
“The important word is
’consider’, said William F.
Maready, chairman of The
Litigation Section. “We
want the General Assembly
to study the impact
legislation such as this
might have on a
population.”

takes, whether we en
courage or discourage
convictions, as long as we
get drunk drivers off the
highway.”
The resolution quoted
statistics showing that over
half of all highway deaths
are caused by drunk
drivers; that one out of 10
drivers on an average
weekend night are drunk;
that 65 per cent of drivers
who kill themselves in
single-cai* wrecks are

“It became apparent to
Wachovia that many
desirable jobs go unfilled
because there are not
enough people with the
necessary skills,” Peel said.
“On the other hand, the
state has a unique system of
community colleges and
technical institutes
prepared and eager to train
people for those jobs.”
Armstrong said full - time,
second - year technical
students who are enrolled in
any of the eight technical
programs at COA may
apply. He explained that
applicants must have and
maintain a minimum 3.0
grade point average, and
complete the regular
financial aid applications
required by the college.
A selection committee
composed of Peel, Andrew
H. Williams, COA board of
trustees chairman, and one
area citizen, will determine
which applicant will receive

president, will serve as ex -
officio member of the
committee.

In a last-minute amend
ment, Judge Franklin T.
Dupree added the clause
suggesting impoundment of
forfeiture of the vehicle
involved.
“I once had a hearing on a
probation revocation,”
Dupree said.
“This man had been
charged and convicted on
three occasions, but had
either been given limited
privileges or taken a
reduced charge everytime,
so he was still running
around in his automibile and
drinking.”
“I asked him what would
have made him quit
drinking and driving, would
he have quit if they had
taken his license away.”
‘“I don’t think so your
honor,’ he said.”
‘“Then i asked him if he
would have quit if he knew
he was going to have to
spend some time in jail.”
‘“Maybe so, your honor,
but I don’t think so,’ he
said.”
“Well, what would have
made you quit,” I asked
him. “Would you have quit if
you knew that they were
going to take your
automobile away, and sell it
and give the proceeds to the
school fund?”
“‘That would have done
it,’ he said. ‘I believe I would
have quit then.’”
