The Coast Guard, operating under the Department of Trans portation has responsibility for the promotion of safety of life and property at sea, the enforcement of fisheries and drug laws on the high seas, maintenance of aids to navigation, icebreaking activities, vessel and port safety, and oceanographic research. Chowan County Board Os Elections LuAnn Jordan Wins First Recruitment Scholarship Sarah LuAnn Jordan, of Hertford, N.C. was honored with the first Recruitment Scholarship given by PI Chapter Delta Kappa Gamma Society In ternational. She is the daughter of Mr. and Mrs. William Edward Jordan of Hertford. LuAnn was Valedictorian of her senior class at Albemarle Academy in 1979. She at tended the College of The Albemarle and received the Kicklighter Memorial Award - Phi Theta Kappa in 1981. She has completed her junior year at East Carolina University where she is majoring in Special Education. After her graduation in 1983 she hopes to continue graduate work. Delta Kappa Gamma Society International was founded to unite women educators of the world in genuine spiritual fellowship. Other purposes of the organization are; to honor women who have given distinctive service in any field of education to advance the professional interest and position of women in education to iniate, endorse and support desirable legislation in the interest of education and of women educators to endow scholarships to aid outstanding women educators in pursuing graduate work and to grant fellowships to women educators from other SECTION B countries to stimulate personal and professional growth of members and encourage their participation in ap propriate programs of action to inform membership of current economic, social; political, and educational issues. With these purposes in mind and a current project for members to positively participate in improving the educational climate in N.C., we are proud to grant this honor to Ms. Jordan. This Recruitment Grant Scholarship is set up to honor a N.C. high school graduate from the Albemarle Counties of Camden, Chowan, Currituck, Dare, Gates, Pasquotank, Perquimans and Tyrrell. The Grant is offered each year, on a competitive basis, to a female upcoming junior or senior college student who plans to major in education Alumni, of any Albemarle area high school are en couraged to apply for the recruitment grant. Eligibility requirements include; (1.) Graduate of an Albemarle area high school (2.) Cumulative average of 3.0 (3.) Demonstrate firm intention to pursue a degree in education, and (4.) Completion of two years of college work. The applications are reviewed in March of each year and the award presented in May. Any in terested applicants should contact Ms. Fannie Newbern, Box 132, Powells Point, N.C. 27966. Overpayments Are Recovered RALEIGH—The N.C. Employment Security Commission (ESU) recovered a i total of $477,891.82 in unemployment insurance overpayments during the two month period, May and June 1982, according to figures released today by the commission. Ron Hawks, chief of the Benefit Payment Control Unit, announced that “we are now in a position to provide data on over payments and recoveries in dollar amounts on a county by-county basis. This in formation will be useful particularly for ESC managers and fraud in vestigators. With this data they can identify those areas which most ef fectively control the im proper payment of benefits to which individuals are not legally entitled.” In the past two months, the unit investigated 1,157 persons who have claimed or currently are claiming unemployment insurance benefits. The investigations showed 694 (60 per cent) were overpaid $203,955.06. The commission classified 293 cases as fraud and 401 as non-fraud. Fraud cases are classified as such when a claimant is proved to have knowingly made a false statement on a claim which resulted in overpayments. Non-fraud overpayments result generally from unintentional filing errors with which fradulent intent cannot be associated. During May and June, 83 persons were tried in state courts on charges of unemployment insurance fraud. All 83 were convicted. Guilty verdicts were rendered in 33 of the state’s 100 counties. Mecklenburg had 11 guilty verdicts followed by Wake with seven and Gaston with six. Durham, Lee, Person and Randolph each had four. Guilford, New Hanover and Onslow had three. Twenty three other counties had one ' or two guilty verdicts. Cheek recently announced 15 fellowship awards for a summer workshop in transportation - related studies for faculty members of predominately minority colleges and universities. The six - week workshop began June 21 and runs to July 30 at Howard University, Washington, DC. Among these attending the workshop is Elton Morris. Prof Morris is currently the director of City and Regional Trans portation at Virginia State University, Petersburg, Virginia. He is a native of Edenton.
