THE CHOWAN HERALD Page 7-B The Washington Report By Congressman Walter B. Jones Congress returned from its July 4th recess and resumed deliberations on Monday, July 12. After two Presidential vetoes of supplemental ap propriations to keep many areas of government operating, the Congress was faced with the necessity of enacting a supplemental appropriations bill which President Reagan would sign. So, on Thursday, July 15 the House agreed with the Senate’s version of a tem porary appropriations bill which is some S4OO - million over what the President had requested ; but it is expected that due to the state of emergency which exists, President Reagan will sign this bill in order that certain Departments can continue to function. Many of us are beginning to question the wisdom of continuing the so - called Budget System enacted in 1974. Each year it causes more complications as it relates to the ap propriating process. For an example, Congress is now in the middle of the seventh month of this session and practically all legislation has been contingent upon the Budget Act. It is ironic and deplorable that with almost ten years of this budget legislation the nation is faced with the largest peacetime deficit in history. This, and many other reasons of procedure, is causing questions as to the wisdom of continuing same. Os interest to the majority of the First District was the agreement between the House and Senate on a tobacco bill which makes minor changes in the system to which we are ac customed. It is hoped that the President will act ex peditiously in signing this bill in order that the marketing season can begin. Some of the changes made in the Senate and later adopted by the House by a voice vote were that the warehouse right to sell “floor sweepings” was cut in half from its present .5 per cent. Another amend ment eliminated the provision allowing sale* outside the quota for “ex cessively priced” tobacco. Two of Senator Eagleton’s amendments which would have certainly changed the tobacco system, were defeated. One was to give the Secretary of Agriculture authority to lower price supports almost entirely at his own discretion. This was defeated by a vote of 56 - 40. Another Eagleton provision, which in my own opinion would have been the most damaging of all, was an effort to put the tobacco program in the general Farm Bill which comes up for renewal every. four years. What many do not know is that tobacco is under separate legislation enacted in 1936 and has been held constitutional by the US. Supreme Court. t This was an extremely close vote which failed by only two votes, 49 to 47. The House also approved by an overwhelming vote the Coast Guard authorization for 1983 and 1984. Many of you are familiar with the severe cuts in Coast Guard ap propriations for 1982 and the threat of drastic cur tailment in services as well as law enforcement unk: s supplemental funding was available. This we are trying to do for 1982. Strangely enough, in spite ot the financial crunch in which the Coast Guard finds itself, the Administration asked for a 20 per cent cut for 1983, from the 1962 ap propriations which have been cut to the bone. So, our Committee in its wisdom, instead of authorizing a 20 per cent cut which would have practically put the Coast Guard out of business, was successful In getting an authorization of 20 per cent above the ’B2 amount. The Senate has previously passed this legislation, and it now remains to be seen if President Reagan will sign the bill into law.
