The Carolina Review: Flip And Flop?
Flip and F10p...-
Democrats across the state
have been having a high, old
time with the Republican
mush dribbling out of
Washington, D.C., lately.
Cuts here, increases there,
and the highest federal
budget deficit in the history
of the nation are only part of
the Republican problems.
Most recently, the
Republicans have been
blessed with a SIOO - billion
tax increase, engineered by
Sen. Bob Dole, R—Kansas
(who is married to a North
Carolina native).
Smack dab in the middle
of that tax increase (an
increase that candidate
Reagan said wouldn’t
happen), is a 100 per cent
increase in the tobacco tax -
from eight cents a pack to
Best of all for state
Democrats, both Re
publican Senators from
North Carolina, John East
and Jesse Helms, voted for
the tax increase. Both
senators asked their con
stituency to trust them to be

doing the right thing, a trust
they were never willing to
give Robert Morgan when
Morgan was trying to strike
compromises in the Senate
for future votes on tobacco.
Supporters of the
senators, now nick - named
“Flip” and “Flop” by some
reporters in Raleigh, yelled
“foul” at a recent full - page
ad in the Raleigh News and
Observer that called them
the “tobacco - tax twins.”
The ad was placed by the
Democratic party, sup
posedly without the
knowledge of Gov. Jim
Hunt. But a source inside
the administration now
admits that while the
governor did not conceive
the ad, he did “approve it”
before publication.
Sens. East and Helms
have now backed off and say
they can’t vote for the
tobacco tax as it now stands.
That doesn’t really
matter. The image of
Republican leadership in
Washington (including East
and Helms) seems to be
taking a real beating
throughout the state.
Democratic observers insist
that state Tarheels are
seeing through what are
called “smokescreens”
being thrown up - the school
prayer amendment, the
abortion amendment, and a
balanced budget amend
ment (at the same time the
administration is offering a
deficit that could reach $l5O
billion).
To add fuel to the
speculation about the
perceived Washington
image problems are the
timid efforts by local
Republican candidates to
distance themselves from
Washington - at least on the
tobacco tax.
Last week, local Wake
County Democrats called a
news conference to point out
the Republican jumble in
Washington. No doubt, most

North Carolina Democrats
are having a field day over
the Republican problems.
Not So Lucky... Democrats
in the 12th House District
are not so lucky. They are
saddled with a Democratic
candidate for state House
that has been charged with
conspiracy charges of arson
and, more recently, bribery
in the Colcor investigation.
Incumbent Bladen County
Rep. Ron Taylor is further
faced with a civil court suit
charging that he
misrepresented and sold
used farm equipment as
new equipment through the
financially - troubled Taylor
Manufacturing Company.
Taylor, under cash bonds
approaching SIOO,OOO, has
sold his home and moved in
with his parents - who
themselves have filed for
personal bankruptcy.

SECTION B
Understandably,
Democrats in the district
are trying to get Taylor to
remove himself from the
November ballot. State
party chairman, Russell
Walker, last week called
publicly for Taylor to quit.
Taylor responded that
Walker “doesn’t tell him”
what to do. And who can
blame Taylor? To quit now
could be construed as an
admission of guilt. His
candidacy might not be too
good for the party, but a
resignation might not look
too good for his court
case (s).
Actually, all of the con
cern might be for naught.
Latest rumor tid - bits out of
Bladen County (and
Raleigh) suggest Taylor
won’t get past his first trial
on the arson charges - which
begins August 23rd.

champion causes such as
battered women, further
education for adult women,
needs of senior citizens and
child abuse.
The delegates were from
