Provision is made by law that those persons becoming ill after the deadline on Thursday may apply, or have a near relative apply for them, and the ballots will be mailed to the ill person. To qualify, certificates must have a maturity of 1 year and have an in vestment yield equal to 70 percent of the yield on 52- week Treasury bills issued before the certificates were issued. The IRS says that many finacial institutions have issued All-Savers with an original 1-year maturity and a provision for a second year if the funds are not withdrawn within 7 calendar days after maturity. Such renewal will not adversely affect the tax-exempt status of the interest on the cer tificates if the owner has a reasonable opportunity to withdraw principal and interest at the end of the original 1-year maturity. The 7 calendar days provision satisfies this requirement, the IRS says. However, the IRS warns, the total interest that can be excluded from the cer tificate cannot exceed the original SI,OOO on a single and $2,000 on a joint return.
