' This new course consists of approximately 44 hours of classroom instruction and practical exercise and will be offered through the technical schoold in cooperation with Albemarle Regional Planning and Development Commis sion and the Office of Emergency Medical Ser vices. The program is design ed to teach individuals who may arrive first on the scene of an accident how to provide emergency care to victims until qualified, trained per sonnel arrive. Individuals wishing to become First Responders must complete this course. First Responders will operate under the authority of an ap proved EMS department and will respond when dispatched by that department. According to Charlene Dignan, EMS Coordinator at ARPDC, “The concept of the First Responder program is to ensure a rapid response to an accident or emergency situation and to administer aid to victims until more highly trained EMS personnel can arrive and transport, if necessary.” Often times im mediate emergency care may save a victim’s life or prevent serious complications which can arise before the arrival of trained EMS personnel. All areas of the region, but par ticularly the more remote areas, can greatly benefit from this new program.
