NCAE Lauds
Study Committee
RALEIGH - The North
Carolina Association of
Educators (NCAE) has
publicly lauded the
Legislative Research Com
mission’s Study Committee
on the Teacher Tenure Law
for guaranteeing fair play for
educators and rejecting pro
posals that would turn the
clock back to the days of
favoritism, discrimination,
and political patronage.
“Ihe changes which the
Study Committee has recom
mended should make the pro
cess of employment and
dismissal more efficient while
keeping the safeguards that
guarantee fair treatment for
all,” said NCAE President
Loretta M. Martin.
The Study Committee,
charged with reviewing the
state’s Fair Employment and
Dismissal Law that governs
hiring and firing teachers,
recommended leaving the law
intact except for a few
technical changes. These
recommended technical
changes will be forwarded to
the General Assembly by the
Study Committee’s Co-
Chairmen Senator Kenneth C.
Royall, Jr., (D-Durham) and
Representative Aaron Fussell
(D-Wake).
Much debate about the Fair
Dismissal Law in recent
years has centered on a pro
posal from the North Carolina
School Boards Association
(NCSBA). That proposal
would abolish the current
career status provision of the
Fair Dismissal Law and put
all teachers in the state on
probation every five years.
During this fifth year, a
teacher would be subject to
dismissal without any reason
being given nor any evidence
of inadequate performance.
“The Study Committee
wisely chose not to endorse
the NCSBA plan,” Martin
said. “The NCSBA plan would
take a terrible backward step
to the days when teachers
could be fired for expressing
political opinions, for
disagreeing with their super
visors, or because ad
ministrators or school board
members wanted to create
openings for relatives or
political supporters.”
The technical changes
recommended by the Study
Committee were established
after consulting with NCAE
and NCSBA. “The Committee
wanted to streamline the law
and make it as efficient and
effective as possible,” Martin
said. “Committee members
also were looking for changes
the educational community
could support. These recom
mended technical changes do
all of those things.”
“We are confident that the
General Assembly will en
dorse the Committee’s recom
mendations and allow the
NCSBA plan to die the quiet
death it deserves,” Martin
added.
NCNB Changes
Charlotte—The name of
North Carolina National
Bank, the principal sub
sidiary of NCNB Corp. of
Charlotte, was officially
changed to NCNB National
Bank of North Carolina.
On January 17, Gulfstream
Bank N.A., one of NCNB
Corp.’s Florida subsidiaries,
will become NCNB National
Bank of Florida.
Exchange Bank, NCNB’a
subsidiary headquartered in
Tampa, and the First Na
tional Bank of Lake City,
another subsidiary in Florida,
will become part of NCNB
National Bank of Florida ai
soon as pi acticable, probabl j
in June.
“Those names will be tlx
legal names of these sub
sidiary banks of NCNB
Corp.,” according to Thomai
I. Storrs, chairman of NCNI
Corp., “but they will adver
tise under the single nan*
and logo of NCNB. Both bank
will generally be known tr
that single name.”
