Thursday. February 10, 1983 Jesse Helms Receives Award Sen. Jesse Helms (R-N.C.) was presented the first Life Sen. Jesse Helms Senator Helms has led the prolife work in the United States Senate for many years. It has too often been lonely work, with too little support from other Members of the Senate. It has always been outstanding work performed with professionalism, dignity, Qunage, diligence and principle. Senator Helms has earned the confidence and admiration of the grass roots prolifers, who return to Senator Helms their support and love. The presen tation followed the annual January 22 rally when thousands of profile Americans participated in the tenth March for Life past the White House to the Nation’s Capitol, where they petition ed Congress for a “Human Life Amendment” which will stop abortion in the United States. Right? You read sometimes about fish being tagged, but very lit tle about them later on. So here is a story of 1,500 return ed tags. The striped bass situation in the Albemarle Sound complex THE CHOWAN HERALD (the major striped bass fishery in N.C.) looks worse than it did two years ago when state/federal efforts of stock ing six to ten inch stripers (rockfish) began there. Even though the ex perimental stockings indicate success, “no long-term recovery will occur until the various environmental pro blems are alleviated,” accor ding to a N.C. Division of Marine Fisheries and the N.C. Wildlife Resources Commis sion assessment report. For example, striped bass commercial landings in the Albemarle area were 8,000 pounds in November 1982, 69,000 pounds in November 1981, and 98,000 pounds in November 1980. The recrea tional catch, which is much less than the commercial, continues also on the downslide. Gerry Hancock of Durham to in troduce a Senate Resolution calling for a study by the Governmental Operations Commission of the feasibility of limiting the length of legislative sessions. "We are asking the Govern mental Operations Commis sion to look into a number of facets of the legislative pro cess, most notably, the limiting of legislative ses sions,” Green said. “The trend toward professional legislators in this State has become disturbing to many people, and shorter sessions would go a long way toward reversing this trend,” he added. “The other branches of government are being called on to limit their budgets, and I see no reason why the General Assembly should not examine its budget. It costs the taxpayers approximately $24,000 each day that the legislators are in Raleigh, and judging by the experience of our sister states, we could conclude our business in con siderably less time than we have been consuming. Virginia, for instance, limits regular sessions to 60 days and none has been extended in the decade since adoption of the law,” Green said. He fur ther stated, “I do not see the necessity for 1,400 new laws every two years as we have done in every session since 1977.” The resolution proposes that regular sessions of the General Assembly be limited to $0 days and extra session be limited to 20 days. The legal minimum size limit for fishermen is 12 inches. Would the fish survive and would they spawn? The only way to keep track of them was to give some of them identification tags. Marine Fisheries biologist Harrell Johnson said tagged stripers stocked in Cape Fear River have been caught there four years later. Some of the tagged fish have later been taken on Albemarle Sound and Roanoke River spawning grounds. “This indicates some degree of what we wanted to accomplish,” he said. The 2,500 tagged fish put into the Pamlico River January 27 brought the number tagged to 20,000. A total of 282,000 six-ten inchers were stocked coastwide the past four years. The high numbers indicate the success of the U.S. Fish and Wildlife Service personnel at the Edenton National Fish Hatchery. During the last stocking phase of a four year cooperative feasibility study done by Marine Fisheries and the U.S. Fish and Wildlife Ser vice, 100,000 six-ten inchers were placed in Albemarle Sound this past autumn through January, the last load January 25; and 79,000 were placed in the Pamlico River, the last load January 27. Fishermen are again asked to return tags. A reward of sl-25 is offered for each of them. Returned tags are the vital pieces to the puzzle. Contracts Drawn For Highway Improvements RALElGH—Sixteen of Uie 27 highway improvement con tracts that the State Board of Transportation will consider in its next meeting involve resurfacing 372 miles of roads in a number of counties across North Carolina. The meeting will be held Friday at 10 A.M. in the board room of the Highway Building, located in downtown Raleigh. Interested in dividuals are invited to attend. “These resurfacing con tracts, affecting 16 counties, are of our active and ongoing maintenance program,” com mented State Secretary of Transportation W.R. Rober son, Jr. “We are aware that North Carolinians have a great deal invested in their highway system and we are committed to protecting that investment through an effec tive maintenance program. “Once again, we thank the 1981 General Assembly for ap proving Gov. Other highway contracts to be included on the agenda for the board’s consideration are three for paving the Nashville Bypass (US-64), paving part of the newly relocated US-421 Bypass near Siler City and ex tending part of Harris Blvd. in Charlotte. An additional con tract specifies the construc tion of two rest areas on 1-85 in Alamance County and another one calls for replac ing the bridge on US-64 over the Yadkin River near Lexington.
