Page 6-B Precautions To Guard Against Rocky Mountain Spotted Fever The spring and summer months are the time when ticks carrying Rocky Moun tain Spotted Fever are most active in North Carolina, and special precautions should be taken to guard against tick bites, state health officials said this week. Dr. J. N. Mac Cormack, head of the N.C. Department of Human Resources’ Com municable Disease Control Branch, said North Carolina (particularly the Piedmont counties along Interstate 85) has the highest sorted number of Rocky ” tain Spotted Fever case the country. In 1981, 30 uses were reported in th Carolina, with seven hs attributed to the disease In 1982,225 cases were rept resulting in 12 deaths. Mac Cormack said Roc; Mountain Spotted Fever is ai, infectious disease caused by a bacteria that is transmitted to humans by ticks. When diagnosed early, it is an easi Hurricane Early Protection Plans Rapid growth along the North Carolina coast guarantees that the state’s next hurricane will endanger more people and property than ever before. However, oceanfront communities are not helpless in the face of this threat, according to a recent study by the Center for Urban and Regional Studies at the University of North Carolina at Chapel Hill. Local governments along the coast can devise effective plans to reduce damage and to speed post-disaster reconstruction if they are prepared well in advance. The Center for Urban and Regional Studies has outlined »e planning steps in a report entitled, “Before the Storm; Managing Development to Reduce Hurricane Damages.” The study was prepared for the state Office of Coastal Management which is distributing it to coastal governments. The report concludes that coastal towns ahd counties are the appropriate agencies to handle the problem since they have both the authority to guide and manage develop ment and the major respon sibility for public health and safet; Altnough it has been more than 20 years since a major hurricane hit North Carolina, the state's hurricane history shows that the probability of a cure-I hit from a hurricane in any given year ranges from 6 per cent near Wilmington to 11 per cent around Cape Hatteras. North Carolina’s Coastal Resources Commission is concerned about the destruc tive potential of the state’s next hurricane and is con sidering the addition of a post disaster element to local government land use plann ing already required under the Coastal Area Manage ment Act (CAMA). Three public hearings on this pro posal will be held. These will be May 3 in Wilmington, May 4 in Beaufort and at the CRC’s next meeting May 5 in Nags Head. The UNC study could be a blue-print for these local post-disaster plans. The UNC study suggests that local governments should prepare two related plans before the next hurieane or other major storm: a hazard reduction plan and a reconstruction plan. The hazard reduction plan would identify hazardous areas and establish the standards that new development and reconstruction will follow to reduce the risk of future storm damage. The reconstruction plan would set up procedures for assessing storm damage and permitting repairs and reconstruction after the storm. These plans would be backed by l ocal or dinances that give these plans the force of law. i The report indicates that fraditional local government tools of land use controls, public investment policies and construction standards can be used to reduce the potential for hurricane damage by instituting stricter standards for new develop ment and post-hurricane reconstruction in ha zardous areas. The two plans will rein ly treated disease, but when untreated it can cause serious illness and death. Mac Cormack said the symptoms of Rocky Mountain Spotted Fever include fever, headache, chills, aches and pains. A rash, which usually appears first on the wrists and ankles, often accom panies these symptoms. The symptoms show up anywhere from two days to two weeks following a tick bite. “Precautions should be taken to keep ticks away from people and pets,” Mac Co rmack said. “If you think you have been in a tick infested area, you should check yourself, your children, and your pets several times a day for the presence of ticks.” The diseased organism carried by the ticks that cause Pocky Mountain Spotted lever takes about six hours to become active, according to Mac Cormack. “If you can remove the ticks early, you are going to be better off,” he force each other and should be developed together, the report recommends. Central to the hazard reduc tion effort is an assessment of each community’s hazard areas so that local leaders can understand the level of risk. They can then decide what improvements are needed in local ordinances and plans to r educe these risks or to avoid chem in rebuilding after a storm. The UNC report followed these steps on Top sail Island as a case study of storm planning facing North Carolina’s coastal communities. Long-time coasta’ residents have noted that the chaos following a hurricane makes communication and orderly decision-making nearly im possible. The UNC study con tends that having these plans oefore a storm hits will help the cormnunit y get back on its feet as quickly as possible and in a better position to with stand tip next storm. The ad vanced planning’tor the post-' disaster recovery" ' and rebuilding is critical to the long-term vitality of the com munity and to advoid the fate of Dauphin Island which was without electricity for eight months after hurricane Frederic pounded the Alabama coast in September, 1979. Methodist Camps RALEIGH - United Methodist Camps of the North Carolina Conference are now registering campers, ages 6-16 for the summer camping program, running from June 12 through August 17. Registrations can be made through the office of the Rev. .Allen Wentz, Jr., coordinator of Camping Ministry for the conference. Interested campers may choose between three camps for their summer activities: Camp Don-Lee, near New 3ern; Camp Chestnut Ridge, near Hillsborough; and Camp Rockfish, near Fayettevile. Currently, all have openings for the summer. Camp Don-Lee, at the mouth of the Neuse River at the Pamlico Sound, em phasizes Hobiecat sailing, as well as other water and out door sports. According to the Rev. Wentz, “the camp is for both experienced and novice sailors.” Camp Chestnut Ridge features a horseback-riding program. Other activities in clude hiking, cook-outs, swim ming, crafis, and worship. At Camp Rockfish, campers will experience a wide variety of activities in cluding canoeing the waters, Rockfish Creek and Lake Up church, swimming, fishing, and participating in Bible Study. According to Wentz, Camp Don-Lee also offers a Family Camp in July, for families to study, worship and recreate together. Children’s Music Camp at Camp Don-Lee in August offers music educa tion with many recreational activities. Not all species of ticks carry Rocky Mountain Spot ted Fever. Only the American dog tick which is usually found on lower shrubby bushes, is known to transmit the disease in North Carolina.
