Evans ’ 7 YY 1 J7,, In this legislative report, I would like to concentrate on reviewing the local bills that I have introduced during this session of the General Assembly. Before getting in to that, there are a couple of matters that I want to discuss. . House Bill 551 was filed about three weeks ago by Rep. Vernon James of the First District and co sponsored by me at his re quest. Due to the fact that much concern has arisen in certain areas of the district about possible implications of of this bill, I am proposing an amendment which will say that in the event that a hospital desires to put a branch in a county other than • the. one in which a hospital operates, permission of the r County Board of Commis ! sioners in the county where 7 the branch is to be located must be obtained before the l hospital can locate a branch 7 in that area. This bill was r originally intended to address a situation in Gates County in : our district and other areas ; where it may be possible that ■ out-of-state hospitals are fun • neling patients away from our « area. 7 Another matter which has ; raised great concern in our 7 district, particularly in the 7 areas bordering the Atlantic ; Ocean, is ; the proposal by the • U.S. Navy to dispose of 7 decommissioned nuclear sub ' marines off our coast. In the resolution, we oppose this method of disposal and state our strong preference for some form of land disposal of these radioac tive submarines because land disposal is a more certain thing, more controllable in the event that something goes wrong from the radiation that will continue for about thirty thousand years. We expect action to be taken on this resolution in the near future. At the request of several historic preservation groups in our area, I have introduc ed several appropriation bills as follows. House Bill 328 will appropriate funds to the First Flight Society which com memorates the first heavier than air flight by the Wright brothers in Kitty Hawk. On December 17, 1983, we will celebrate the 80th anniver sary of the first flight. Another bill, House Bill 793 would appropriate funds to be used for die restoration of the Latham House located in Plymouth. House Bill 794 would appropriate funds to the Edenton Historical Com mission for use in the con tinued restoration and preser vation of the Cupola and Barker Houses located in Edenton. House Bill 615 would appropriate funds to the Chicamacomico preservation group for the continued restoration of the Chicamacomico Life-Saving Station located on Hatteras Island which is being operated in conjunction with the National Park Service. I am also co-sponsoring House Bill 786 which would ap propriate funds for the restoration of the Gates Coun ty Courthouse which I believe is a very worthwhile project along with the others that are the subjects of the above men tioned bills. There are several local bills that have been introduced at the request of the local gover ning bodies. At the request of the Tyrrell and Washington counties Boards of Commis sioners, I introduced a bill establishing the boundary line between the two counties. This legislation has already been enacted. House Bill 572 requested by the Perquimans County Board of Commis sioners would prohibit hun ting from the right-of-way of certain roads in Perquimans County. House Bill 573 was in troduced at the request of the Dare County Board of Com missioners and would allow the board to reorganize and realign by ordinance the Kit ty Hawk fire district which, since its formation, has had several areas within it to become incorporated towns. House Bill 612 has been in troduced at the request of the Currituck County Game Com mission and would revise cer tain of its laws. At the request of the Tyrrell County Com missioners and the board of education, two bills have been filed which would preempt these boards from certain contract regulations dealing with prefabricated/pre engineered buildings. House Bill 616 has been in troduced at the request of the Dare County Board of Com missioners along with the library and it would establish certain penalties for the theft and/or retention of items owned and used by the libraries. House Bill 662 was filed at the request of the Roanoke Voyages Corridor Commission after being en dorsed by the Dare County Board of Commissioners and the Town of Manteo. It would deal with the use of lands bordering the right-of-way of U.S. Highway 64-264 on Roanoke Island. Also at the request of the Dare County Board oi Commissioners, I have filed a bill which will enable the board to deal with the removal of junk or aban doned automobiles along the right-of-way of the public highways in the county. At the request of the Dare County Air Authority, a bill has been filed that would enable them to adopt certain ordinances dealing with the use of proper ty owned by that authority. At the request of the Town of Hertford, a bill has been fil ed which will enable the town to control the use of profits from the operation of the ABC BL. ■ I jS ;i; *fr^ :V**???: ! At the re quest of the county commis sioners in Chowan County, a local bill has been filed which would enable the board to enact an additional 1 per cent local option sales tax, the pro ceeds from which would be available for use by the coun ty commissioners. (You may also recall the fact that there are several statewide sales tax measures now pending Rural Property Owners Praised TARBORO—RuraI proper ty owners in Eastern North Carolina are being praised by the Chairman of Community Development of the Eastern North Carolina Chamber of Commerce, Peter J. Long of Tarboro. Three years ago, the Eastern Chamber launched an effort to encourage rural property owners to demolish delapidated tenant houses and out buildings that were no longer being used. Long said that the effort is beginning to build up pace in Eastern North Carolina as more and more unused buildings are be ing demolished along the roads of the region. Long is director of economic development for Carolina Telephone and Telegraph Company which serves 50 Eastern North Carolina counties. He said the appearance of the region is improving in direct propor tion to the number of aban doned buildings that are being cleared along the roadsides. His contention is that tourists are impressed by ap pearance and that the region is heavily dependent on tourism. Appearance, along with the region’s abundant natural resources can serve as a magnet, for more tourism, he asserts. In addi tion, he points out, the area will become more attrative to industrial site selectors. The Eastern Chamber first contacted all the Extension Agents in the 43 counties of Eastern North Carollina and Long said today they are hav ing great influence over the action by rural property owners to clean things up along the roads. Long also pointed out that April was Clean Up Month na tionally and was a good month to begin to speed up the demolition of abandoned structures along the highways. But, in pointing up the need for clearing the landscape of unsightly abandoned buildings, Long also urged property owners to be cogni zant of historic structures that have been abandoned. In addition, there are several public bills which I have filed that will be discussed in the next legislative report. In the meantime, I hope that you will continue to con tact me about issues whether residents of Eastern North Carolina could come together as community action groups to restore old homes with the permission of property owners. Long said the region did not need to let old and historic homes completely disappear because of non-use. He said they are valuable as records of history and also for tourism.
