Thursday, May 5, 1983 Reading Fun Dr. Carol Veitch from the School of Library Science at " East Carolina University ' spoke at a meeting of staff members of Pettigrew Libraries, libraries in Washington, Perquimans, Chowan and Tyrrell Counties on Wednesday, April 20. Dr. Veitch reminded the group that 50% of a child’s learning , occurs, during the first four years of its life. She urged £|iem to plan programs to reach the children during their young years. She especially emphasized the need to reach parents, par ticularly parents who do not " read. Dr. Veitch offered sug / kestions for activities in troducing reading to young thildren. She also urged the library staffs to continue to * read aloud to older children. The meeting, held in the - new Tyrrell County Public l Library building in Columbia was well attended. Cathy Carter a member of the Washington County Public Library staff introduced Dr. Veitch. Ms. Carter displayed a copy of a newly published book written by Dr. Veitch, Literature Puzzles for Elementary and Middle Grades. Read aloud presenta tions had been arranged by Ms. Evelyn Neptune, Childrens Outreach for Pet tigrew Regional Library. Readings were presented by Jane Phelps, Creswell Elementary School and by Sabrina McJilton, Washington County Library. The members divided into ‘county groups to discuss Na tional Library Week Ac tivities in their libraries, plans for Summer Reading Program, and plans for Children’s Book Week in November. The members of each county group also ar ranged for visiting other libraries in their counties. The next meeting of Pet tigrew Libraries was annouc ed for Wednesday, June 22. On that day the group will tour libraries and museums in Raleigh. CRC Proposal The May 5-6 Coastal Resources Commission meeting will feature a conti nuing discussion of a proposal to double the setback re quirements for large struc ■r tures built along the ocean ■ front and a public hearing on !!! storm hazard planning : guidelines for local govem- Z ments. The meeting will be Z held at By George’s Z Restaurant in Nags Head. J At 4:30 P.M. on May 5, the j commission will participate * in the dedication of the new - Nags Head public beach ac » cess facility. The facility is on * US 158 Business at the former *" site of the Nags Header Hotel. The access site will include parking for 70 cars, handicap ped accessible restrooms, dune crosswalks, outdoor showers, summer lifeguards and trash receptacles. At 10 A.M. on that day public hearings will be held on the planning guidelines as well as proposed rule changes to define and set locations for floating structures and to clarify how pier alignments near property lines will be established. Before the public hearings, the commission will view a slide show (hi high den sity development along the North Carolina coast. Land-use plans for Carteret County, Kitty Hawk and River Bend will be reviewed along with an amendment proposed by Craven County. Public comment on these plans is welcome. A committee of the com mission will discuss possible changes in the way permits under the Coastal Area Management Act are process ed as well as procedures for emergency and general permits. The public is welcome at all sessions. Commission 'meetings begin at 9 A.M.
