Only an alert citizenry can stop crime. Police usually respond otily after a crime has occurred. And, if present budget trends continue, there will be fewer and fewer police to do even that. No matter how capable police are, they cannot be everywhere all the time. So it’s jn the hands of citizens. Citizens are learning the tools for reducing the desire and the opportunity to commit crime.” Preventing crime in Chowan County is not a goal set too high, nor is it a goal that is unachievable.
