Thursday, June 16,1962 Rule Changes Are Proposed Applicants will get faster answers on both emergency and regular permits under the Coastal Area Management Act (CAMA) if the Coastal Resources Commission adopts rule changes schedul ed for public hearing at its regular meeting June 15-17 in Wilmington at the Hilton Inn. These proposals ‘call for reducing processing times for both CAMA major and State Dredge and Fill permits from 90 to 75 days and shortening CAMA minor permit reviews from 30 to 25 days. The rule amendments would also ajlow the Department of Natural Resources and Community Development to issue emergency CAMA permits for work to protect life and structural property in immi nent danger as a result of storms or failure of man made structures. Recent ac tions of the General Assembly have made these changes possible. Also the commission will continue its discussion of a proposal to increase setback distances for large im movable structures built along the oceanfront. Increas ed setbacks have been sug gested to reduce potential damage from erosion and storms and to protect access rights to the public beach. Thursday morning the com mission’s two task forces will meet. The mitigation task force will continue its discus sion of when and how to allow developers to take special steps to offset environmental losses caused by projects which have important public benefits. The high-density development task force will meet for the first time to con sider the unique problems brought on when more and more buildings are placed in small areas on barrier islands. In committee meetings Thursday afternoon, the cbm 1 - ' mission will: consider A system of general permits for 1 routine projects under the ‘ Coastal' Area ’ Managemerit i Act; discuss increasing,. fIR;,. ■ plica£iast fees for large " developments which need CAMA permits; discuss the use of “artificial seaweed” for erosion control along the oceanfront; review the land use plan for Boiling Spring Lakes and a plan amendment from the City of Jacksonville; receive any public comments on these plans and receivew an update on local govern ments’ planning grant ap plications for 1963-84.
