The general public does not seem to realize, or fully ap*9 precise, that the railroads ate not earning what their in vestment calls for, or even what the law of the land permits them to earn. Under this law they may earn 5 % percent on the value of their property (there is no "guarantee"), but for the past ten years they have never reached this in any single year, and the average for these years has been only slightly above four percent ? a return entirely inadequate for a vital industry. This has resulted notwithstanding the rail roads have reduced their expenses by 22.7 percent. Among the causes for this shortage have been reduc tions in freight rates (amounting to 15.6 percent) and at decline in traffic due to competing forms of transpoi t l on. ? pipe lines, waterways, highways ? which are either sub sidized by governmental aid or are not tied down by the. same degree of restrictions as to regulation, supervision, and taxation that the railroads are. The public is entitled to the form of transportation 1c prefers, but that preference should be expressed only after all conditions are considered. At present the conditions are grossly inequitable. railroads, because of their large investments, their important payrolls, their heavy purchases, their k enormous taxes, and their indispensible part in the ^ development and progress of this country, have | some claim to public patronage if they can give satisfactory service ? which they are doing. They have a right to equal and fair treatment. They have a right to urge that comptdtors in the public transportation business shall not be unduly favored. They have a right to ask for equal condition* in the field of competition. This they are asking for ? and nothing more.
