These governing agencies, in the form of school districts, sanitary, water and fire districts, and in corporated towns, villages and citi es, form the bedrock of democracy. What happens at this level, be it a decision on a new bond issue for schools or money for an Irrigation ' district, affects the local citizen in-! timately. What happens in Washing ton is important, of course, but more remote. In Cherokee County, the survey . shows, there were 3 governmental units as of January, 1953. They consisted of the county government - itself and those of 2 municipalities ' j There were no townships ~ school districts or special districts. In terms of population. It a mounts to 1.0 governments per 10,000 people. This was leas than the average elsewhere in the State* where there were 7.4 agencies per 10,000 people. In the South Atlan tic States It was 1.0 per 10,000 Throughout the country, the re port shows, there are 110.743 gov erning bodies from county level down. This number represents a 23 percent reduction achieved over a period of ten years through consolidations and eliminations. Most of It was due to the liquida tion of school districts. Special dis tricts, on the other hand, such as operate specific local projects or facilities, have increased In num ber. In Cherokee County, in the de cade. the number of governments has also decreased by 23 percent.
