FH A Operations Are Chanqed In County Measures to speed up and furth er Improve Farmers Home Ad ministration services to farmers have recently been developed in Washington under the direction of Secretary Benson, Horace J. Isenhower, State Director at Ral eigh. North Carolina, said today. . Mr. Isenhower had Just return ed from a meeting at Atlanta, Georgia, where the new steps to decentralize and streamline agen cy operations were explained by Washington officials. Vance E. Swift, Chief FO Operations; A. E. Rozar, Chief PL Operations; Ralph W. Turner, Farm Manage ment Specialist; and State Field Representatives Paul Laughrun, W. Bryan Oliver, Marion C. Hol land and Dennis H. Sutton of the North Carolina State Office Staff also attended the meeting. In accordance with Secretary Benson's policy of placing more control of agricultural programs in local hands, many oi the decis ions formerly made in state offic es will now be made in the coun ties. County Supervisors, the em ployees who deal directly with the farmers, will have final approval on a larger number of loans and will have more authority in work ing with other creditors and in taking steps to help borrowers solve their financial and farming problems. Greater Use will be made of state and county committees. New state committees, to be ap pointed in the near future, will be called upon frequently to review agency operations and make sure they are efficiently serving local ,teed3. County committeemen will he relied upon to an even greater extent than in the past to help adapt national policies to local needJ. Services of other public and pri vate organisations will be used to the maximum extent possible. County home demonstration agents will help Farmers Home Administration borrowers with their family living problems. Every possble step will be taken to make sure that no government funds are advanced when private or cooperative credit is available to meet the needs. Lenders will be urged to supply funds for insured farm ownership loans. A number of improvements were discussed at the meetings that will place more authority in the hands of county supervisors, make the program easier to op erate. and enable the agency to serve more farmers than in the past. Most of these revisions are already in the hands of field em-1 plovees and will soon be in full ef fect. To expedite real estate loan making the engineering and ap praisal services of the agency j will be placed in county offices, closer to the farmers to be served Engineer-appraisers were former ly stationed in state offices. Practically all property insur ance matters have been transfer red from state to county offices. The agency's emergency loan program was stressed at the meet ings. State Directors and their staffs were told to move into an area whenever a drought or a flood strikes and when the crisis has passed to move out again quickly as possible. None of the basic policies under which the agency operates are being changed. The same amount of emphasis is placed on helping farmers obtain adequate land and equipment resources, develop good systems of farming, and a dopt proper farm and home man agement practices. NEAL IN JAPAN Sgt. John M. Neal, whose wife, Flonnie and son live in Murphy, recently was awarded the Good Conduct Medal in Beppu, Japan, while serving with the 187th Air borne Regimental Combat Team. A truck master with the team since last October, the 28-year-old sergeant was cited fore xemplary behavior, efficiency and fidelity. Neal, son of Frank E. Neal, PVT. SCOTT W. LANEY, JR. lie. Scott W. He will serve one year in Greenland as a AAA gun crew man with the 549th AAA Battal ion. Thule Air Base is the northern most air base of the United States Air Force. It is located just 8000 miles south of the North Pole and 24000 miles north of New York City.
