QUE8T10NS,AN ANSWERS
ON NICKELS FOB KNOW-HOW
THE PLAN
Q. What is the "Nickels for
Know-How" proposal?
A. It is a plan to continue to
expand agricultural research and
education in North Carolina
through a farmer contribution of
five cents per ton on all feed and
fertilizer sold in the state. M
Q. Why a special contribution?
Why don't we pay for more re
search out of our regular tax mon
ey?
A. North Carolina has such a
diversified agriculture ? such a
varied climate, so many different
crops, insects, diseases and weed
problems that even the generous
appropriations passed by the re
cent sessions of the General As
sembly fall short of needs.
Q. Doesn't this special contri
bution tend to reduce Federal and
State appropriations for recearch?
A. Nb. In fact, private contri
butions tend to increase appro
priations. Past experience shows
that a state legislature feels ftore
like helping a group which is al
ready helping itself.
THE VOTE
Q. When will the referendum be
held?
A. On August 23, 1957. Polling
hours will be set by each county
and will be announced by newspap
ers, farm magazines, television
and radio.
Q. Where will the voting be con
ducted?
A. In most communities, the
voting place will be the same as
that used as ASC elections, plus
others the County Nickels for
Know-How Committee will add.
Poll locations will be announced
locally and advertised with- posters.
Q. Must I vote in my own town
ship?
A. No. You may vote wherever
it is most convenient for you to
vote. However, you will be asked
to sign an election roster where -
ever you vote so as to avoid dupli
cate ballots.
Q. Do I have to register es
pecially for this referendum?
A. No.
Q. Who is eligible to vote?
A. As in the past two votings in
1951 and 1954, all persons who use
feed or fertilizer and their wives
or husbands are eligible. Four-H
Club, FFA, FHA, and NFA mem
bers with crop or livestock pro
jects and who use feed or fertilizer
are also eligible.

A. Three yean. To be contin
ued beyond the three yeara, the
plan muat be renewed by referen
dum In 1M0.
Q What kind of majority ia
needed for it to cany?
A. It muat be approved by two
thirda of thoae voting. In the laat
referendum in 1954, North Caro
lina farmers gave thia plan a 10
to 1 vote of approval.
THE OUTCOME
Q. la the amount deducted a
nickel per tod?
A. It'a a nickel per ton. That
figurea out to be only about a
fourth of a penny per 100-pound
bag.
Q. Where are the nickels col
lected?
A. At the manufacturers. The five
cents ia included in the price of the
feed and fertilizer as it is sold to
the retailer and finally to the farm
er.
Q. Then I am not bothered with
paying an extra nickel or penny
every time I buy some feed or fer
tilizer?
A. No. The contribution will il
ready have been paid and the price
of the feed and fertilizer raised ac
cordingly. During the past six
years the Nickels for Know-How
program has been in force, the
plan has worked very smoothly.
Q. I have heard thjs nickel per
ton referred to as a tax. Is it?
A.' No. It is a contribution be
cause you can get it refunded if
you wish.
Q. Hoow much does it cost me?
A. It costs the average farmer
30 cents per year. Only the largest
farmers will contribute more than
a dollar per year.
> Q. Who collects the money?
A. The North Carolina Depart
ment of Agriculture collects the
money free of charge along with
inspection fees. The money is then
turned over to the Agricultural
Foundation at State College.
Q. What determines how this
money is spent?
A. The Board of Directors of the
Agricultural Foundation which is
composed of 100 of the State's out
standing farmers and leaders.
Each county in the state has one
'director on this Agricultural Foun
dation Board. . ' : ' - ?
