A* laudatory a* the goal of free nation itatus is. perhaps there is no better ex ample as the complete unreadi ness for such status as in the ex ample of the Republic of Congo. Belgian control of the Congo was swefr aside under the cry of anti colonialism and hastily and with out preparation the Republic of Congo was created from a tribal area of approximately one-third the size of the United States. REPORTS? I have read reports that indicate illiteracy is rampant and that there is not one trained native doctor, lawyer or engineer in the land and that only 16 col lege graduates have come from the country. Among the many tribes it is said that some are still savage and cannabalistic among these most primitive peo ple. One newspaperman wrote that the people are so ignorant of the meaning of democracy and freedom that they inquired of missionaries whether it came in a package or whether it woukl have to be gotten at the bank. BACKGROUND ? There is no doubt that the Congolese have been ruled by Belgian as a colony, sometimes harshly in the distant past, and that the goal of free dom should be realized in the course of time. The reports in cUcale Ouh in recent generation* the Belgian rule was a model at this form of government and war *incerely interested in the welfare of the people and their ultimas development lor responsibility in self - government LnforuiaateU this orderly procedure wys net followed. The very week of the birth of the new republic, the riots began, and It is* sickening to read of the tragedies, of the destruction of much of the good work done by the missionaries. It now appears that the Congo is disintegrating into tribal rivalry. Communism is there with its fa naticism and destruction. Instead of a republic there is no law and order. The lesson to us is clear that a policy for Africa must be developed and that this policy must take into account that we actually know very' little about Africa.
